Description of Work
This supplement authorizes and provides compensation for the additional services necessary for BERGER/ABAM
to provide coordination of plans, specifications, and engineer's estimate for utility (public and private) upgrades
associated with the widening of Tremont Street.
The Local Agency of City of Port Orchard
desires to supplement the agreement entered into with BERGER/ABAM Engineers Inc.
and executed on 8/10/2005 and identified as Agreement No. STPUS-6601 (004)
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:
Section 1, SCOPE OF WORK, is hereby changed to read:
See attached Exhibit A-1 , Supplement No. 3, Scope of Services
Section IV, TIME FOR BEGINNING AND COMPLETION, is amended to change the number of calendar days for
completion of the work to read: C'omnletion date is revised to 12/1 /07

Section V, PAYMENT, shall be amended as follows:
See attached Exhibit-, F,-1,F-2,F-3, and F.-4
as set forth in the attached Exhibit A, and by this reference made a part of this supplement.

SUPPLEMENT NO. 3
SCOPE OF SERVICES
(Utility Coordination and Design)
TREMONT STREET WIDENING
(SR 16 to Port Orchard Blvd.)
The services to be furnished by BERGER/ABAM Engineers Inc. (hereinafter referred to as the
CONSULTANT), upon receipt of written direction to proceed from the City of Port Orchard
(hereinafter referred to as the AGENCY), are supplemented as follows.
We understand that design and engineering of the respective utility systems will be performed by
the utility owners except for the water and sewer. These owners include Puget Sound Energy, Qwest
and Wave Broadband, and Cascade Natural Gas. Berger/ABAM will facilitate coordination between
these utilities and the City of Port Orchard, with respect to construction of the improved roadway
corridor. Our proposal is based on the private utility owners preparing their own independent
designs with integration of these designs into the master document package by Berger/ABAM
Engineers, Inc.
The CONSULTANT shall provide the following.
■ Coordination with Utility Providers
- Coordinate with Puget Sound Energy, Qwest, Wavebroadband, and Cascade Natural Gas., to
locate a combined utility corridor and duct bank within Tremont Road Rights of Way for
power, cable and communication, and a corridor for gas.
- Determine Right of Way requirements for construction of the utility corridors, and advise
City on requirements
- Identify conflicts of the utility corridors with other improvements on Tremont Road
- Meet with all utility providers to review concept design drawings
- Advise utility providers on schedule, work product requirements and coordination issues
■ Preliminary Design (30 Percent Submittal)
- Incorporate preliminary utility plan and profile information from utility companies into
Berger/Abram's drawing set for the 30% level of completion. Supplement with additional
text as required to define the requirements and responsibilities of the construction
contractors.
- Perform evaluation of plan documents to identify underground conflicts between proposed
utilities. Either adjust proposed city -owned utility systems design to avoid conflicts, or
submit correspondence to utility company(s) with explanation of conflict and suggested
methods and /or solutions to address the conflict.
- Meet with Public Works staff to gather any relevant data on existing conditions which may
affect utility corridor construction.
- Coordinate preparation of an engineers construction cost estimate for the utility corridors
- Perform internal quality control of the submittal and make appropriate revisions
- Attend a review meeting and provide responses to review comments
