Description of Work
This supplement adds additional funds to Berger/Abam Engineer's contract to allow for project completion as
needed.
The Local Agency of City of Port Orchard
desires to supplement the agreement entered into with BERGER/ABAM Engineers, Inc.
and executed on 8/20/2005 and identified as Agreement No. STPUS-6601(004)
All provisions in the basic agreement remain in effect except as expressly modified by this supplement.
The changes to the agreement are described as follows:

SUPPLEMENTAL SCOPE OF SERVICES
SUPPLEMENT NO. 13
TREMONT STREET WIDENING
(SR 16 to PORT ORCHARD BOULEVARD)
The services to be furnished by BergerABAM (hereinafter referred to as the CONSULTANT), upon
receipt of written direction to proceed from the City of Port Orchard (hereinafter referred to as the
AGENCY), are supplemented as described below. Unless otherwise noted, the following scope of
work supplements the original scope of work, as well as the scope of work for previous supplements.
We understand that federal funding may be used for the construction of this project. Therefore, the
Plans Specifications, and engineer's Estimate (PS&E) package will need to be tailored to these more
stringent requirements. This includes adhering to the Buy America provision, not only for the
roadway construction, but also for the separate public and private utility purveyors. This work will
require coordination with the AGENCY and the WSDOT Highways and Local Programs engineers.
In addition, the AGENCY will provide support as necessary to ensure that the public and private
utility companies coordinate their proposed designs with the CONSULTANT, who will review these
designs and incorporate them into the final contract documents.
The estimated level of effort for the Supplement No. 13 work is shown in EXHIBIT E.
The CONSULTANT shall provide the following.
1.0 PROJECT ADMINISTRATION
Project administration services shall continue as described in the original scope of work and the task
budgets detailed in previous supplements. This work will include additional project meetings,
invoicing, and coordination with subconsultants and public and private utility companies.
6.0 CONSTRUCTION PS&E
The CONSULTANT shall prepare the final Plans, Specifications and engineer's Estimate (PS&E)
package in accordance with the federal funding requirements and then submit this package to the
AGENCY for review. The AGENCY will forward this package to the Highways and Local Programs
(H&LP) engineer for review and comment. Once the review is complete, the AGENCY will forward
the comments to the CONSULTANT to be evaluated and incorporated into the final construction
documents as shown in EXHIBIT E for Supplement No. 13.
The following is a detailed list of tasks to perform the work described above.
1. The CONSULTANT shall prepare the final Plans, Specifications and engineer's Estimate

2. The CONSULTANT shall review and evaluate the comments received from the AGENCY and

other utility companies. The AGENCY will provide support as necessary to ensure that the public
and private utility companies coordinate their proposed designs with the CONSULTANT, who will
review these designs and incorporate them into the final contract documents.
The following is a detailed list of tasks to perform the work described above.
1. The CONSULTANT shall coordinate with the public and private utility companies to obtain
their final separate designs.
2. The CONSULTANT shall review these designs and verify that they are compatible with the
roadway design features and other utility designs.
3. The CONSULTANT shall prepare a conduit schedule for the common utility trenches and
incorporate that into the final plans.
4. The CONSULTANT shall review and evaluate the comments received from the AGENCY and
incorporate these comments into the final advertisement ready contract documents.
