ORDINANCE NO. 647.
BE IT RESOLVED by the Council of the Town of Port Orchard, Kitsap
County, Washington, that pursuant to the terms of Ordinance No. 647,
Lloyd W. Granquist and Walter F. Granquist, co-partners Ce/b;a Port Orchard
Garbage Service, be and they hereby are given and granted a franchise for a
period of five years from the effective date of this Resolution, as sole
garbage collector for the Town of Port Orchard in accordance with the terms
of the said Ordinance No. 647. It is further hereby
RESOLVED by the Council of the Town of Port Orchard that this grant
of exclusive franchise for five years is conditioned expressly on the said
Lloyd W. Granquist and Walter F. Granquist, co-partners d;b/a Port Orchard
Garbage Service, paying a bi-monthly charge commencing ,Tune 1, 1959, of
$150.00 or 20 cents a garbage collection customer for each customer served
during the preceding bi-monthly period, whichever shall be greater. This
franchise is also conditioned upon the said Lloyd W. Granquist and Walter F.
Granquist, co-partners d/b/a Port Orchard Garbage Service, charging no more
than the garbage rates set from time to time by Resolution of the Council of
the Town of Port Orchard and upon their execution of a contract with the Town,
agreeing to abide by the terms herein set forth; together with all of the terms
of Ordinance No. 647, applying to the collection of garbage in the Town of Port
Orchard. It is further hereby
RESOLVED by the Council of the Town of Port Orchard that until further
Resolution of the Council of the Town of Port Orchard the rates of garbage and
refuse service and for the removal and disposal of dead animals shall be as
follows:

All garbage cans and refuse shall be accessible to the Collector and
within thirty (30) feet from the stopping point of the truck or, the street,
or alley, as the case may be. Removal of all garbage bEVond thirty (30)
feet from the stopping point of the truer shall be paid on the following
basis:
Thirty feet to forty feet from the stopping point: Base price plus
25¢ for the first can, and 5¢ for each additional can.
Forty feet to sixty feet from the stopping point: Base price plus
55� for the first can, and 15¢ for each additional can.
Over sixty feet from the stopping point: Base price plus 9,0r for the
first can, and 251 for each additional can. .ell of the above charges are
based upon one pickup per week. For those requiring more than one pickup
per week, the charge will be computed by multiplying said charge by the
number of days per week upon which pickups are made.
There shall be added to the foregoing charges the sum of 20i per month
per can for each flight of stairs where collection is not made on the ground
level. Six or more steps shall be considered a flight of stairs. The de-
termination of the question of whether a stairway constitutes one or more
flights of stairs shall rest with the Sanitation Supervisor. Said charge
is based upon one pickup per week. For those requiring more than one pickup
per week, -,the charge will be computed by multiplying said charge by the number
of days per week upon which pickups are made.
The rate for the cleaning up and removal of brush, g-ass, weeds, rubbish
and debris, for bulk collection of garbage and refuse in either the business
or residential district, and for unclassified and miscellaneous service shall
be a reasonable charge based upon equipment used and time consumed.
Where can is kept within a building or in basement or upstairs and is
inaccessible by reason of locked doors, or it is necessary to call or knock
for owner or occupant of building to gain admittance, an additional reasonable
charge based upon the.time consumed may be made.
It is further hereby
RESOLVED by the Council of the Town of Port Orchard that this grant of
exclusive franchise for five years is subect to an option to renew for an
additional five years by Lloyd W. Granquist and Walter F. Granquist, co-partners

d/b/a Fort Orchard Garbage Service, under the same terms and conditions as
stated herein upon their giving notice in writing of them: intention to.
exercise the option of renewal to the Clerk of the Town of Port Orchard
at least ninety (90) days prior to the expiration of the first five -yeas
period. it is further hereby
RESOLVED by the Council of the Town of Port Orchard that the Town of
Port Orchard will provide a garbage dump for the disposal of garbage collected
by Lloyd W. Granquist and Walter F. Granquist, co-partners d/b/a Port Orchard
Garbage Service, whether the garbage is collected W4 thin the Tows. of Port
Orchard or outside the Town of Port Orchard so long as it is within the area
authorized under the Common Carrier Permit granted to Lloyd W. Granquist and
Walter F. Granquist, co-partners d/bia Port Orchard Garbage Service; provided,
however, Lloyd W. Granquist and Walter F. Granquist, co-partners d/bia Fort
Orchard Garbage Service, shall maintain the aforesaid garbage dump in a neat
and sanitary condition, so as to comply with the laws of sanitation of the
State of Washington and the subdivisions thereof.
In the event the said Lloyd W. Granquist and Walter F. Granquist, co-
partners d/b/a Port Orchard Garbage Service, shall fail or'refuse to comply
with any of the terms of this Resolution as herein set forth, or any of the
provisions of Ordinance No. 647, the Clerk of the Town of Port Orchard shall,
upon Resolution of the Town Council, by certified mail, notify the said
Lloyd W. Granquist and Walter F. Granquist, co-partners, of such failure or
refusal on their part and specify in what respects they shall have violated
the terms of this Resolution or the said Ordinance, and in the event the said
Lloyd W. Granquist and Walter F. Granquist, co-partners, shall fail or refuse
to comply with the terms of the said Resolution or Ordinance within ten days
of the mailing of the said notice, or if their failure or refusal shall have
resulted -in damage to the Town of Port Orchard or any of the residents therein,

such a serious nature that it instructs the Town Clerk in his ter; -day notice to
forfeit the said franchise at the end of the said ten-day period, then and in
either event, the franchise holders shall lose all privileges herein; granted
to them and they shall have no right, claim or demand upon the Town of Sort
Orchard whatsoever.
This Resolution and all the terms hereof shall be effect. -Live as of June 1,
1959.
