That it is the intention of the Town Council of the Town of P^�­t Orchard to imu;•nvt• Dwight Street :n said Town on the South side thereof. by cutting, filling and grad- ing, constructing a concrete sieewall a^d three :ncne.; thicl• from the Easterly margin of Sidne, Street to 'the Westerly margin iof Seattle Avenue, all in accordance with the plans and specifications to be prepared therefor and filed with the CIerk of the Town. - SECTION 2. That to pay the cost Of said improvement_,lt is proposed to create an assessment district of all the lots or parcels of land specifi- cally benefitted thereby lying between the east side of Sidney Street 'to the bu Wegt side of Seattle Avenue, at- ting upon, adjacent, vicinal or proxi- mate to said street to be Improved from the marginal lines tnereof to the center of t11e blocks lacing or abut ting thereon, and at least ninety feet) therefrom, and to assess the cost and expense of the improvement upon all t of said property so benefitted and ac-j cording to the special benefit con-1 ferred upon such property In to the area and distance from ti. :ginal rues thereof to the center of the blocks facing or "abutting-ther'e- on as provided by the laws 'of the State of Washington. SECTION 3. That it is proposed to make the assesznrent for said im-i provement to be levied as aforesaid, l payable in two annual instalments, with interest at 7 per cent per an- num, and to issue warrants or bonds) therefor payable out of said district, the first ingtaHnent to be payable within 36 days after notice of .the Treas. he has received the assessment roll for collection, and the second 'in- stalment within one year from the date of the said notice SECTION4. That all person, who may desire to object to the.said Pro- posed improvement are hereby notifi- ed to appear and present such nb- jections yi.tS the regular meeting of *he Towff Council to. he .held .orr the 5th day of Iday 1924 at 7:30 p.m. of said day, which is hereby fixed for the time and ,place of hearing .such Objections. SECTION 5. That an engineer be employed for the making of said im- prbvernerit and that ne is hereby di- rected to submit to the Town Coun- cil at or prior to the date fixed for the hearing of ariy objections_ to the said proposed improvement a state- ment showing the cost and expense of such improvement, tre proportion- ate amount to be borne by the pro- perty within the said proposed assess- ment dictrkt, the value of the real estate, exclusive of improvements, within the district according to the valuation placed upon the same for the purposes of general taxation, to- gether with a diagram or print show- ing thereon said lots, tracts or tracts of lard specially benefitted and the estimated cost and expense to -be borne by each of said los, tracts or; Parcels of land.
