SUTTON, Clerk of the Town of Port Orchard, RESOLUTION _ I BE IT RESOLVED BY THE TOWN f 1 COUNCIL OF PORT ORCHARD: First. That it is the intention of said Town Council to order the im- provement of Rockwell avenue from the south margin of East Bay street to the South margin of Kitsap street, by cutting, filling and grading said portion of said avenue to an estab- lished grade. laying water mains, and by constructing retaining walls and gutters in accordance with the plans and specifications to be prepared therefor and filed with the Clerk of said Town. Second. That to pay the cost of said improvement, it is proposed to create an assessment district of all the lots, tracts or parcels of land es- pecially benefitted thereby between the termini of said improvement abutting upon, adjacent, vicinal or proximate to said part of Rockwell Avenue to be improved to a distance back from the marginal lines there- of to the center of the blocks facing or abutting thereon, and to assess the cost and expense of said improve- ment upon all of said property so benefitted in accordance to the spec- ial benefits conferred upon such prop- erty in proportion to area and dist- ance back from the marginal lines of said Rockwell Avenue as provided by the laws of the State of Washing- ton. Third. That it is proposed to make the assessment for said improvement to be levied as aforesaid, payable in ten annual installments, with inter- est at 7 per cent per annum, and to ,issue warrants or bonds therefor payable out of said district. Fourth. That all persons who may ' desire to object to said proposed im- provement are hereby notified to ap- pear and present such objections at the regular meeting of this Council at the Town Hall of Port Orchard, Washington, on the 28th day of Jan- uary A. D. 1918, at 8:00 o'clock p. in. of said day, which are hereby fixed + as the time and place for hearing such objections. Fifth. That a civil engineer be employed for the making of said improvement and that he is hereby directed to submit to said Town Council at or prior to the date fixed as aforesaid for the hearing of any objections to said proposed improver ment, a statement showing the pro- portionate amount to be borne by the property within said proposed assess- ment district, the aggregate assessed valuation of the real estate, exclus- ive of improvements within said dist- rict, according to the valuation last of general taxation, together with a of general taration, together with a I diagram or print showing thereon the said lots, tracts or parcels of land specially benefitted, and the esti- mated cost and expense of such im- provement to be borne by each of said lots, tracts or parcels of land.
