BE IT RESOLVED BY THE TOWN COUNCIL OF PORT ORCHARD:-
FIRST.- That it is the intention of the said Town Council to order the im.
provement of East Bay Street in said Town from the East margin of Sidney Street
to the Northwesterly margin of Black Jack Creek bridge., by grading to the est-
ablished grade of said street, that portion of outherly half of said stre-et
not heretofore graded, to the full width on the Southerly margin of said port"
ion of Bay Street, and also by cutting to the established grade, the whole of
such portion of said Bay Street as may new be above the established grade there ^'
of, and also by constructing drains:, gutters, and a cement sidewalk 8 feet in
width from the East margin of Sidney Street to the Test margin'of Harrison Ave,
and 5 feet in width from the East margin of Harrison Ave to the Northwesterly
margin of Black Jack Creek bridge,, along the South margin of said Bap Street,,
excepting that wooden crossings shall be constructed on all areas streets, in
accordance with the established grade of said street, and the plans and spee-
fications for.said improvement .to be prepared therefor and filed with the
Clerk of sai&'Town.
SECOND*- That the estimated cost and expense of said improvement is $3023*28,
THE .-That to pay the cost of said improvement, it is proposed to create
an assessment district of all the lots, tracts or parcels of land specially
benefitted thereby between the termini of said improvement, abutting upon. ad.
jacent, vicinal or proximate to said part of Bay Street to be improTed, to a
distance back from the marginal lines thereof to the center of the blocks fac-
ing or abutting thereon., and dQft to assess the cost and expense of said in-
provement upon all of said property so benefitted in accordance to the special
benefits conferred upon,exwk property in proportion to area and distance back
from the margina?. lines of said Bay Street`as provided by the laws of the State
of Washington.
FOURTH.- That it is proposed to make the assessment for said improvement to by
levied as aforesaid, payable in five annual installments, with interest at �%.
per annum, and to issue warrants or bonds therefor payable out of said district.
FIFTH.- That all persons who may desire to object to said proposed improvements
are hereby notified to appear and present such objections at the regular meet-
ing of this Council at the Town Hall of Port Orchard,, Washington,,, on the 2nd.
day of June A.D. 19139 at the hour of 8,30 o'clock P.I. of said day, which are
hereby fixed as the time and place for hearing such objections,
SIXTH,. That a civil engineer be employed for the making of said improvement
and that he is hereby directed to submit to said Town Council at or prior to thou;
date fixed as aforesaid for the hearing of any objections to said proposed im-
provement, a statement showing the proportionate amount to be borne by the
property within the said proposed assessment district, the aggregate assessed it
valuation of the real estate, exclusive of improvements, within said districts
according to the valuation last placed upon the same for purposes of general f
taxation, together with a diagram or print showing thereon the said lots, tracts.
or parcels of land specially benefitted, and the estimated cost and expense of
such improvement to be borne by each of said lots,, tracts or parcels of land.
