In accordance with our Professional Services Agreement for the Marina Pump Station Rebuild, dated
July 24, 2018, this is an authorization to revise the project Scope of Work as described below. The work
will be performed and invoiced using the terms and conditions listed in the original agreement, plus
previous amendments.
Modify the following items from the Scope of Work:
The period of performance for this Agreement will be extended for a completion date of June 15, 2021.
Reference attached Exhibit A and Exhibit B.
The engineering fee authorization will increase by $14,004 for a total authorization amount of $990,793.

Additional Geotechnical Investigation
December 2020
Background
The City of Port Orchard (City) has recently decided to locate the South Kitsap Community and Event
Center (SKCEC) on Port Street at the site of the existing Kitsap Bank. Design of the SKCEC requires a
geotechnical boring to characterize the soils beneath the proposed building. Performing that
geotechnical investigation concurrently with borings for the Marina Pump Station project will
expedite the acquisition of this information and save cost by eliminating the need to repeat the
procurement procedure. The following is a Scope of Work to add a single boring on Port Street to
support the design of the SKCEC.
Task 11— Additional Geotechnical Investigation
Objective: Create a traffic control plan for four (4) boring locations for approval by the City and obtain
necessary City permits. Perform an additional exploratory boring to characterize the soils near the
proposed SKCEC.
Approach:
11.1 Create a traffic control plan for four (4) drilling locations, present to the City for review, and
revise per City comments. Complete City Right -of -Way permit, Master Permit, and Shoreline
Exemption form and submit to City with attachments.
11.2 Amend existing contract with Anchor QEA, a subconsultant to RH2, to include a fourth
exploratory boring, 80 feet in depth, to be used for the foundation design of the SKCEC. Refer
to the attached proposal from Anchor QEA for specific work items to be performed.
RH2 Deliverables:
• Approved traffic control plan and completed permit applications. Coordination with City staff
to complete plans and specifications in accordance with City's specifications.
• Boring log and soils reports for fourth boring on Port Street near the SKCEC.

RH2 Engineering
1. Project Understanding
The City of Port Orchard has requested a supplemental geotechnical exploration be advanced at the
end of Port Street adjacent to the Kitsap Bank building. This boring will support planning and design
of future improvements near this location. This scope describes the supplemental geotechnical
engineering investigation to be conducted during the same mobilization as our Marina geotechnical
investigation.
Field work is intended to be completed in December 2020.
2. Scope of Services and Deliverables
Our proposed supplemental scope includes 1 task:
Task 1 — Geotechnical Investigation - Supplement
Task 1: Geotechnical Investigation - Supplement
This task includes planning and conducting 1 additional geotechnical boring to support future
geotechnical engineering design by others.
The boring will be advanced 80 feet below the ground surface to support seismic site
characterization.
Deliverables
• Observations and boring logs will be presented in the Task 3 Geotechnical Engineering
Design Report that was authorized previously. The boring log and lab test results from this
exploration will also be separately provided to the City.
3. Assumptions
• 1-day geotechnical field investigation; 1 boring (80-foot planned depth)
— Samples will be collected on 2.5-foot depth intervals for the upper 20 feet, and 5-foot-
depth intervals thereafter
— Subsurface conditions will be logged under the direction of a geologist or geotechnical
engineer
— Representative soil samples will be submitted to a subcontract geotechnical testing
laboratory for further classification

• No chemistry testing or characterization is proposed or included for soils or groundwater as
part of this scope
4. Budget
Table 1 presents a summary of our estimated budget to complete the task described above. Our
work will be performed on a time and materials basis, not to exceed the budget presented in Table 1
without prior approval of RH2. Our work will be conducted using the rates already established for
this contract.

5. Schedule
RLB Field work is will be conducted during the same mobilization for our December 2020 investigation.
Laboratory test results typically require 4 to 6 weeks before they become available following the
investigation.
