02/16/2022 - MinutesSEWER ADVISORY COMMITTEE MEETING MINUTES February 16, 2022 6:30 PM The meeting was called to order at 6:33 PM by Chair Lucarelli. Sewer Advisory Committee members Lucarelli, Clauson, and Trenary of the Port Orchard City Council; Commissioners Hart, and Way of the West Sound Utility District; WSUD General Manager Screws; SKWRF Plant Manager Grabill; and City Utility Manager Brown were present. APPROVAL OF MINUTES Commissioner Hart made a motion, seconded by Councilmember Clauson, to approve the minutes of November 1, 2021. The motion passed with five yes votes. Councilmember Trenary abstained. SHARPLES REPLACEMENT The WSUD Board of Commissioners approved the Investment Grade Audit (IGA) on February 71h and DES provided the funding authorization on February 141h. A meeting is scheduled with Trane (the ESCO) for February 241h for the IGA kickoff. The project schedule will extend into 2023 due to delivery of equipment delays. NUTRIENT GENERAL PERMIT The new permit was effective on January 1, 2022. However, the new reporting requirements did not begin until February Is'. There are many additional reporting and sampling requirement for this and future years. Due to the required frequency of sampling and the length of time nutrient samples take to complete at the labs, as well as labs being overloaded currently, every month moving forward most likely'be late, but Ecology is aware of this. Their remedy currently is to submit the incomplete DMR and once we receive the sample results, edit and resubmit. An application has been submitted for the GNP available grant funding for the SKWRF towards nutrient monitoring improvements focused on metering as well as additional laboratory funding. Also, an Excel document for the GNP sample results and data has been created. Once a representative group of samples have been received and we are further into the year, an update on current loadings, where we currently stand at the 215,000 Action Level, projected outcome, etc., will be provided. NPDES PERMIT REPORTING UPDATE There are a few required reports for our NPDES permit that require assistance from the City of Port Orchard as well as WSUD. One of the reports is for Infiltration and Inflow which was been sent to COPO on February 3rd. It is a fairly simple report but needs to be completed with data using both collection systems. The next report is an Industrial User Survey which also needs to be completed by both the City and the District. This report includes a letter as well as a survey sent to all Industrial Users discharging to the SKWRF. The documents requesting this survey have been sent to the City as well. OUTSTANDING PERFORMANCE WASTEWATER TREATMENT PLANT AWARD 2020 SKWRF received the Outstanding Performance Award for 2020. 125 out of 300 Wastewater Treatment Plants in Washington received this award in 2020. MARINA PUMP STATION UPDATE The plans are almost ready for the 80% design review. Construction is planned to begin in 2023. MEETINGS The next meeting will be held at 6:30 PM on May 18, 2022 via Zoom.
