MEETING MINUTES
May 18, 2022

The meeting was called to order at 6:37 PM by Chair Lucarelli. Sewer Advisory Committee
members Lucarelli and Clauson of the Port Orchard City Council; Commissioners Hart and
Lundberg of the West Sound Utility District; WSUD General Manager Screws; SKWRF Plant
Manager Grabill; and City Utility Manager Brown were present. City Councilmember Trenary
was present virtually.
APPROVAL OF MINUTES
Councilmember Clauson made a motion, seconded by Commissioner Hart, to approve the
minutes of February 16, 2022. The motion passed unanimously.
ELECTION OF CHAIR
Commissioner Lundberg made a motion, seconded by Commissioner Hart, for Councilmember
Lucarelli to continue as Chair for the remainder of 2022. The motion passed unanimously.
SHARPLES REPLACEMENT
Staff continues to work with the ESCO and has received 50% design plans. There will be a
preliminary design meeting and plant tour next week.
PSE CONSERVATION GRANT AGREEMENT
Year one of three was completed on 2/2 and staff received a certificate of completion. There is
also a potential for capital project grant in 2023 for replacement of the anoxic mixer.
NUTRIENT GENERAL PERMIT
The new permit was effective on January 1, 2022. There are many additional reporting and
sampling requirements for this and future years. An application has been submitted for the GNP
available grant funding for the SKWRF towards nutrient monitoring improvements focused on
metering as well as additional laboratory funding. Also, an Excel document for the GNP sample
results and data has been created. Total pounds to date are 13,577 or approximately 452 pounds
per day. This projects to be within the 215,000 Action Level.
NPDES PERMIT REPORTING UPDATE
City and District staff are working on the Industrial Users Survey requirement for the collection
systems.
Laboratory and chemical costs are much higher than predicted in the budget and still increasing.
INDUSTRIAL STORMWATER GENERAL PERMIT
SKWRF was inspected by the Department of Ecology 4/19. It was determined that an Industrial
storm water permit is required and a Notice of Intent must be filed by 6/15 unless major changes
to the stormwater system within the plant are completed.
MARINA PUMP STATION UPDATE
The plans are for the 80% design review have been received. Construction is planned to begin in
2023.

The next meeting will be held at 6:30 PM on August 17, 2022 at the SKWRF or virtually.
There being no further business, the meeting was adjourned at 7:24 PM.
