MEETING MINUTES
August 17, 2022

The meeting was called to order at 6:27 PM by Chair Lucarelli. Sewer Advisory Committee
members Lucarelli, Trenary and Clauson of the Port Orchard City Council; Commissioners Hart,
way and Lundberg of the West Sound Utility District; WSUD General Manager Screws;
SKWRF Plant Manager Grabill; and City Utility Manager Brown were present.
APPROVAL OF MINUTES
Councilmember Trenary made a motion, seconded by Commissioner Hart, to approve the
minutes of May 18, 2022. The motion passed unanimously.
ROTARY DRUM THICKENER
Staff continues to work with the ESCO (Trane) on the project. The work is now projected
to go into July, 2023. We have received the final proposal and are waiting on DES to
proceed.
PSE CONSERVATION GRANT AGREEMENT
We are now in year two of three. Staff is working on grant funding in 2023 for replacement of
the anoxic mixer.
NUTRIENT GENERAL PERMIT
The new permit was effective on January 1, 2022. There are many additional reporting and
sampling requirements for this and future years. An application has been submitted for the GNP
available grant funding of approximately $19,000 for the SKWRF towards nutrient monitoring
improvements focused on metering as well as additional laboratory funding. Also, an Excel
document for the GNP sample results and data has been created. Total pounds to date are 81,716
or approximately 13,000 pounds per month. This projects to be within the 215,000 Action
Level.
NPDES PERMIT REPORTING UPDATE
City and District staff are working on the Industrial Users Survey requirement for the collection
systems. Laboratory and chemical costs are much higher than predicted in the budget and still
increasing. Staff is working on getting accreditation to do some of the testing in-house. Staff is
also working under a new Industrial Stormwater General Permit.
ERU COUNT FOR 2023 BUDGET
WSUD General Manager Screws submitted the updated ERU counts for the 2023 budget. Both
entities had some growth. The new percentages are WSUD — 52.32% and COPO — 47.68%.

MID -YEAR BUDGET REPORT

MARINA PUMP STATION UPDATE
The plans are for the 90% design have been received. Construction is planned to begin in 2023.
Utilities Manager Brown also reported that she is applying for a $4,000,000 loan to move and
replace the Bay Street Lift Station.

The next meeting will be held at 6:30 PM on October 5, 2022 at the Port Orchard City Hall.
There being no further business, the meeting was adjourned at 7:18 PM.
