07/12/2022 - Minutes City of Port Orchard Utility Committee Meeting Minutes July 12, 2022 at 5:02 PM Utility Committee Members; Chair Cindy Lucarelli, John Clausen and Mark Trenary met on July 12, 2022 via Zoom Meeting. Also present: Katy Isaksen of KIA, Mayor Rob Putaansuu, Public Works Director/City Engineer Mark Dorsey, Utility Manager Jacki Brown, Finance Director Noah Crocker and Development Director Nick Bond. Foster Pilot Project – Update: UM Brown updated Committee members on the following; Water Rights Search: WestWater has completed the search for water rights that might be purchased and retired to allow for re-assignment of existing rights. They have identified eight candidates and will be contacting the owners. Augmentation: Corollo Engineers has been working on a stream augmentation plan possibly including reclaimed water from SKWRF to return water to the Salmonberry Creek headwaters. This would provide augmentation to not only Salmonberry Creek, but Long Lake and Curley Creek, as well. Mitigation: The Squaxin Island Tribe gave a few suggestions for mitigation projects they would support. ESA has been working on preliminary investigation of a Managed Aquifer Recharge project at the Port Orchard Airport. Splash Pad Retrofit – Update: PWD Dorsey updated Committee members on the following; Bids have been received and the apparent low bidder is Ceccanti, Inc. with a bid of $590,386.52. Staff is reviewing the bid documents and references prior to awarding the contract. Storm Drainage Comprehensive Plan – Update: PWD Dorsey and UM Brown updated Committee members as follows; The Storm Drainage Comprehensive Plan outline and associated timelines were presented to the Committee. The expected delivery date is in December, 2022. The Committee asked to begin reviewing the Plan this Fall. Stetson Heights Development – Update: UM Brown reported that the plans for the booster station for Stetson Heights has been approved by the Office of Drinking Water and may now be constructed. Water and Sewer Rate Setting Policy Direction - Discussion: Katy Isaksen gave a presentation on proposed changes to the water rates as follows; Residential Accounts: Water base charges would include 3,000 gallons of water with the plan to decrease that base volume over time until it includes zero consumption in keeping with conservation rates. The commodity charge tiers would be changed to further encourage conservation and be increase over time, as well. Non-Residential Accounts: The base rate would be based on the meter size using the AWWA industry standard multipliers.
