Meeting Minutes
October 11, 2022 at 5:00 PM
Utility Committee Members; Chair Cindy Lucarelli and Mark Trenary met on October 11, 2022 via Zoom Meeting. Also present: Mayor Rob Putaansuu, Utility Manager Jacki Brown, Public Works
Director Tony Lang, Assistant City Engineer Ian Smith, and Community Development Director Nick Bond.
Foster Pilot Project – Update: UM Brown presented a letter from Mayor Putaansuu to the JLTF asking for them to support legislation addressing the groundwater modeling errors and broadening
the allowed types of mitigation for new or change permit applications. She also updated the Committee on potential water rights purchases and augmentation planning.
Splash Pad Retrofit – Update: PWD Lang updated Committee members on the status of the Splash Pad. Final changes have been submitted to the Department of Health and we are awaiting
the construction approval. Ceccanti, Inc cannot submit a cost proposal for the associated changes until DOH approves the modifications.
Basin 7 Sewer Upgrades - Discussion: CDD Bond presented a drawing from the currently approved General Sewer Plan showing needed improvements to the Sidney/Sedgwick area. He suggested
that the City should consider installing pipe for a new sewer force main along Sidney before planned road work is completed in the next few years. Since this project is not currently
included in the 2023-2024 proposed budget, it will need to be approved as a mid-year budget update in 2023.
Sroufe Water Main Replacement – Discussion: ACE Smith reported that the preliminary plan for this A/C main replacement project is complete and staff is working on the final plans to
be able to go out to bid to have this work done next Spring.
Annual Road Project – Pottery: The City is receiving a grant to reduce the number of lanes on Pottery and improve pedestrian safety in that area. The plan is to upgrade the sewer main
on Pottery prior to the new paving.
Water/Sewer/Storm Compliance Program: UM Brown reported on the new team that has been formed for compliance with Cross Connection Control, Fats, Oils, and Grease Abatement (FOG), and
Source Control requirements. The Source Control section of the POMC has been updated and FOG and Cross Connection sections of the POMC are being developed for adoption later this year.
PFAS and PFOS – Discussion: DOH-ODW has approved pre-paid testing for both water systems this year to discover whether there is any PFAs or PFOs contamination in our sources. Additionally,
the most recent Unregulated Contaminant Monitoring Rule (UCMR5) requires
chosen water systems to monitor for these contaminants. McCormick Woods Water was chosen but, due to the small size, the federal government will provide the testing at no cost to the
City.
Water Career Video – Water-PAK: UM Brown showed a recently developed video created by Water-PAK to stimulate interest in the water industry.
