Councilmember Shawn Cucciardi called the meeting to order at 6:30 p.m.

Councilmember Cucciardi led the audience and Council in the Pledge of Allegiance.
1. ADA Transitions Plan Update (Time Stamp 00:52)
Councilmember Cucciardi said this item is going to be postponed due to the absence of Interim Public
Works/Engineer Director Hammer.
Council Direction: No direction was given to staff.
2. Transportation Benefit District Sales Tax Proposal (Time Stamp 01:06)
Councilmember Cucciardi explained several discussions have been held on this topic and a public
hearing was held last week. He asked if anyone had any feedback or additional information.
Discussion was held regarding positive and negative public feedback, social media responses, more
public education, outreach efforts, funding and financial figures, 1/10t' and 2/10th sales tax, proving
to the public that we are using the funds for what we said we are going to use them for and keeping
the public updated about our process, and restricted funds for transportation.

3. Procedures for Response to Unauthorized Trespassing/Camping on Public Property (Time
Stamp 12:27)
City Attorney Archer provided a presentation on the City's Procedures for Response to Unlawful
Dumping and Trespassing on Public Property which included discussions on the draft procedures
staff has developed over the course of the last ten -months related to the dumping of trash, debris
and garbage on public property and rights -of -way and associated encampments of people;
complaints received; increase in illegally parking vehicles some of which show signs of habitation;
work group to develop procedures; collaboration of City departments; building network of public
health and human service resources; research into approaches used by other jurisdictions; operating
within the existing framework of City regulations; illegal dumping of personal property which is
distinguished from trash and debris under the procedures; abandoned personal property; unlawfully
parked vehicles; unlawful camping/encampments on public property; continue to solicit human
service partnerships; staff implementation and training; and feedback and contracting with vendors.
City Attorney Archer explained the procedures will not apply to reports of illegal dumping, parking,
or a trespasser or an encampment on private property; illegal dumping of junk, garbage or debris on
public property that is not associated with an active encampment; and reports of illegal dumping or
a trespasser or an encampment on private property that the person calling in does not own. The last
item will be handled by the code enforcement officer.
Additional discussion was held regarding derelict boats which these procedures do not address;
existing resources for housing; implementation of the procedures; towing and impound of vehicles
that are being used as homesteads; timelines of how long the City will hold found items; sharing
resources with other counties; concerns over lack of resources; what the City's resource
contribution; Mile Hill shelter update; involvement of the humane society and fees for the animals;
and checking back after the winter.
Police Chief Brown gave a brief update on derelict boats.
