CALL TO ORDER AND ROLL CALL
Mayor Putaansuu called the meeting to order at 6:32 p.m.

Mayor Putaansuu led the audience and Council in the Pledge of Allegiance.
1. New Item: Approval to Accept a Special Event Application and Waive the Submittal Timeline:
South Kitsap 2023 Graduation Cruise (Time Stamp 00:29)
MOTION: By Councilmember Trenary, seconded by Councilmember Lucarelli, to approve the South
Kitsap 2023 Graduation Cruise application be accepted and processed by staff, as presented, and to
waive POMC 5.94.030(4) for this event.
The motion carried.
2. Councilmember Salary (Time Stamp 07:16)

HR Manager Lund explained Councilmembers are paid a monthly salary and the City pays other
employees bi-weekly. Staff are required to manually edit payroll to avoid overpayment to
Councilmembers. Staff have voiced their preference of a salary based on an annual amount.
She pointed out several options discussed in the Finance Committee; using historic salary study
models; using the City of Aberdeen's model in which staff tracks the annual COLA increases provided
to non -represented employees of the City. Once a council term expires, the accumulated COLA
increases are applied to the salary for the newly elected councilmembers term; or by utilizing a Salary
Commission made up of citizen volunteers.
City Attorney Archer described the process of establishing a Salary Commission and spoke to other
cities who use this process. She also spoke to automatic salary increase by ordinance.
Discussion was held regarding each of the options, including a salary commission that only discusses
Councilmember salaries, input from the public, yearly COLA increases, change in Council positions,
when the salary change would be in effect, getting people involved with the City, proposed annual
salary amounts, union agreements, and timeframes,
Council Direction: Bring forward an ordinance for adoption which has a $13,000 starting annual pay
with COLA increases tied to the Tacoma/Seattle/Bellevue CPI-U index with a minimum of zero
percent and maximum of 4 percent.
3. Report on Forthcoming Enforcement Code Amendments (Time Stamp 41:45)
City Attorney Archer reported that she, and the code enforcement team, have been working on a
cleanup effort to harmonize existing provisions of the municipal code related to enforcement
penalties and appeals. The City's appeal structure and active enforcement are varied throughout the
code.
She explained the proposed ordinances will tie together all the enforcement code issues, with very
limited exemptions, back to the code enforcement officer as an option and will allow the code
enforcement officer to issue civil violations in lieu of infractions.
Further discussion was held regarding changes in laws, gaining compliance, remedies, and penalties,
appeals through the hearing examiner, removing City Council as an appellant body, and appeal and
hearing examiner fees.
Council Direction: Council asked staff to investigate an appeal sliding fee scale depending on the fine.
4. Updated Procedures for Response to Unauthorized Trespassing /Camping on Public Property

City Attorney Archer spoke to the use of public property, noting we have been implementing the
procedure set out in the document. One of these is the cleanup of abandoned campsites and slight

modifications have been made in response to their findings of implementation. Another area in the
policy that is being revisited has to do with occupied campsites.
She also discussed a recent decision out of the 9t" circuit referred to as the Grants Pass Decision. The
courts had decided we must have shelter available within the city/jurisdiction. Another takeaway
from this decision is the act of sleeping, which is constitutionally protected unless there is alternative
real estate shelter, includes prohibitions against the use of bedding.
Additional discussion was held regarding unhoused individuals who do not accept offered services,
possible short-term shelter at the Vista Hotel and requirements of staying at the Hotel, standards
and operations for shelters and tiny homes, dedicated camp space and shelters, safety concerns,
staffing, sanitation, monetary penalties, working with the county HEART Coordinator, storage of an
unhoused individual belongings if needed, and grants.
Council Direction: No direction was given to staff.
S. NEW: Mayor's Report (Time Stamp 1:37:50)
The Mayor reported on the following:
Poulsbo Legislative Dinner and possibly hosting at the City of Port Orchard
In accordance with Ordinance 008-20 "Delegating Authority to the Mayor for Creating and
Modification of Job Descriptions," he reported his approval of the revised job descriptions for
Civil Engineer II, Building Inspector, Project Inspector, Procurement Specialist, and Permit
Clerk.

Councilmember Clauson spoke to the upcoming Energy Summit event.
Mayor Putaansuu reported on the Ruby Creek Park & Ride open house held earlier in the evening.
