05/16/2023 - Work Study - MinutesDocuSign Envelope ID: C9BA6B3C-98AE-4CBD-9F39-98055D2EB945 City of Port Orchard Council Meeting Minutes Work Study Session Meeting of May 16, 2023 CALL TO ORDER AND ROLL CALL Mayor Pro-Tem Trenary called the meeting to order at 6:30 p.m. Roll call was taken by the Deputy City Clerk as follows: Mayor Pro-Tem Trenary Present Councilmember Chang Present Councilmember Clauson Present Councilmember Cucciardi Absent Councilmember Diener Present Councilmember Lucarelli Present Councilmember Rosapepe Present Mayor Putaansuu Absent Staff present: Community Development Director Bond, Senior Planner Fisk, Planning Commissioner Ashby, and Deputy City Clerk Floyd. The meeting also streamed live on YouTube. Pledge of Allegiance (Time Stamp 00:23) Mayor Pro-Tem Trenary led the audience and Council in the Pledge of Allegiance. 1. Housing Action Plan (Time Stamp 00:45) Community Development Director Bond spoke to the draft Housing Action Plan, noting this was funded by a grant and the State gave us a little over a year to complete. In addition, he provided a document, explaining it contains a wide variety of recommendations for future consideration and attempts to assess our code for policies and make recommendations for housing affordability and the variety of housing within the City. There is no obligation to act on these recommendations. The Planning Commission has been holding a public hearing to take testimony on Housing Action Plan. Mr. Bond discussed the contents of the Draft Housing Action Plan which included background information, regulatory strategies, programmatic strategies, citywide planning strategies, funding strategies, and implementation. DocuSign Envelope ID: C9BA6B3C-98AE-4CBD-9F39-98055D2EB945 Minutes of May 16, 2023 Paee 2 of 3 Planning Commissioner Ashby joined the conversation at 7:47 p.m. Additional discussion was held regarding racially disparate impacts and equality, lack of time to digest the information, countywide planning policies, planning for an additional 10,500 people, differences between east and west Port Orchard and the need to discuss those two areas, design guidelines, more housing types in more zones, significant trees and tree canopies, housing coordinator, middle housing and accessory dwelling units, recently passed bills, McCormick Woods, affordable housing, reaching out to the military and school districts for housing data, fine tuning the City's code, living wages, landlord and tenant protections, safety, parking, homelessness, impact fees, Bethel Corridor, multifamily tax exemptions, Department of Commerce oversight, housing affordability program, anti -displacement strategies, census tract data, rental and owned homes, duplexes, code adjustments, and displacement. In response to Councilmember Rosapepe, Community Development Director Bond explained the next steps for the City is to submit a final report that has been accepted by the City Council. He suggests once this is completed the Council takes a couple items to start working on. Additionally, Vision 2050, which is our checklist from the Puget Sound Regional Council, requires us to look at race and equity, so this plan is actually giving us some of those tools to meet those requirements so we can receive federal funding for transportation. We are hoping to have the resolution adopted at the June 13th Council Meeting. Council Direction: Provide a red -line version of the Housing Action Plan so they can see the changes that have been suggested. Planning Commissioner Ashby left the meeting at 8:09 p.m. 2. Development Fee Comparison (Time Stamp 1:39:10) Community Development Director Bond provided a document which showed a comparison of development fees from other jurisdictions, including cities and counties. Our building permits are lower than average, but they are offset because our impact fees are higher than average. Overall, our plan and inspection fees that are charged for a building permit are pretty reasonable. In response to Mayor Pro-Tem Trenary, Community Development Director Bond said at this point, we will probably move forward with the resolution for clean-up with minor changes. We could choose to adopt a new building evaluation table, but given that our other fees are so high, this is not needed at this time. Additional discussion was held regarding the fees of the City and other jurisdictions. Council Direction: No direction given to staff. Community Development Director Bond responded they are still catching up with the mandates from the 2019- 2020 legislative session and with these new bills passed, they are overwhelmed.
