PO Marina PS - Addendum 2CONTRACT ADDENDUM NO. 2 CITY OF PORT ORCHARD Marina Pump Station Improvements Project No. PW2023-013 Date Advertised: June 9, 2023 Date of Addendum Issue: July 13, 2023 Date of Opening: July 18, 2023 Notice to all Plan Holders: This Addendum No. 2, containing the following revisions, additions, deletions, and/ or clarifications is hereby made a part of the Plans and Contract Provisions (Contract Documents) for the above named project. It shall be attached to the Contract Provisions and shall be taken into consideration by the Bidders in submitting their bids. Bidders shall acknowledge receipt of the Addendum No. 2 in the space provided on the Proposal/ Construction Contract form. Failure to do so may subject the Bidder to disqualification of the bidders submittal. CLARIFICATIONS a. Plant quantities shall be per plant schedule on Drawing No. L012/ Sheet 33. b. Wall penetrations through the wetwell wall shall be stainless steel spools per Detail 311 on Drawing No. S704. c. The pressure gauge shown just after the 16" 90-degree base bend downstream of each pump in the drywell are intended to be there and not an error. d. The 4" air release piping shall be Schedule 80 PVC from the air valve to manhole MH #6. e. The inline check valve shown on the Emergency Storage Drain line shall be Tideflex Series 39 or Equal. f. Deductibles of up to 5% or $50,000 will be accepted for earthquake coverage and deductibles up to $100,000 will be accepted for flood coverage. All deductibles are the responsibility of the Contractor. g. The interior concrete walls of the multi -use facility, where not covered by a wall system such as in the restroom, shall be coated using Division 9.97.23.09 - System 26: Concrete and CMU Wall — Interior, Non -Immersion, Mild Conditions. This system does not cover the drywell or the emergency storage structure. h. Raven 405 is not considered an acceptable alternative for the coating system specified in Division 9.97.23.05 — System 28: Concrete Wet Well Interior. 1 ADDENDUM NO. 2 July 13, 2023 Marina Pump Station Improvements Project No. PW2023-013 i. The temporary bypass pumping system out of the Emergency Storage Structure shall have the same flow and TDH requirements as the emergency diesel driven pump specified in Division 11.12.21 as updated in this addendum. j. Technical Systems, Inc. (TSI), is the only approved integrator for this project due to their familiarity with the City's system. k. Division 13 lists products approved for infiltration remediation. It is not anticipated that there is active infiltration into the wetwell. If use of such products is required, the work would be paid for under Bid Item 34 — Minor Change. The work is not incidental to Bid Item 20 — Structural — Wetwell Rehabilitation. I. The amount of flow coming through the 12" influent pipe on the north side of the wetwell is not known with certainty. The pipe carries flow from the Port of Bremerton office and the laundry facility located north east of the pump station as shown on the plans. It also receives discharge from approximately 50 live -aboard vessels and other transiently moored vessels. Flowrates are estimated to be a maximum of 100 gpm. m. Attached are the structural as-builts of the existing control structure. BIDDER'S QUALIFICATION FORM a. If the Owner determines the Bidder does not meet the bidder responsibility criteria and is therefore not a responsible Bidder, the Owner shall notify the Bidder in writing, with the reasons for its determination. If the Bidder disagrees with this determination, it may appeal the determination within two (2) business days of the Owner's determination by presenting its appeal and any additional information to the Owner. The Owner will consider the appeal and any additional information before issuing its final determination. If the final determination affirms that the Bidder is not responsible, the Owner will not execute a contract with any other Bidder until at least two business days after the Bidder determined to be not responsible has received the Owner's final determination. Request to Change Supplemental Bidder Responsibility Criteria Prior to Bid: Bidders with concerns about the relevancy or restrictiveness of the Supplemental Bidder Responsibility Criteria may make or submit requests to the Owner to modify the criteria. Such requests shall be in writing, describe the nature of the concerns, and propose specific modifications to the criteria. Bidders shall submit such requests to the Owner no later than five (5) business days prior to the bid submittal deadline and address the request to the Project Engineer or such other person designated by the Owner in the Bid Documents.
