1. 15.28.100, Hydrant obstructions, is laid out in the ordinance, but does not indicate any changes
by underline or strike -through. Was this section meant to be included in the ordinance? We have
included it and added the ordinance to its legislative history. Please let us know if something else
was intended.
2. 20.80.060(2) is amended, and is followed by a dedication form (not included in the ordinance
amendments) which reads, in part: "Know All Men by these presents that we, the undersigned
owners..." Since this is part of a form/certificate, should the underlined text be changed to
"persons"? For now, we have left it as is.
3. There were several instances within the code where the amended words/titles were overlooked
(and not listed in the ordinance); we have changed and included them in this update. We
identified the sections and treated them as scrivener's errors pursuant to Section 10 of the
ordinance and did not add the ordinance to the legislative histories of the sections listed below,
but we can do so if the city wants. (2.04.210, 3.52.040(2), 3.56.030, 3.84.030(4) and (5),
5.08.060, 5.28.120, 9.24.050(3)(a), 20.80.040(4) and 20.210.050(4))

correct anything we missed so please change the form text to read as follows:

The chair shall assure that all regular meetings, workshops, special and emergency meetings
of the council are appropriately staffed. The mayor or designee may authorize remote
attendance by employees, at hisorhel° their discretion. While the authority for requiring
department heads to attend council meetings rests with the mayor, the council is free to
refuse to take action on particular agenda items where necessary department directors are
not present.

(2) The remaining proceeds from city taxes imposed in this chapter shall be distributed to the
city monthly and those taxes imposed under POMC 3.52.010 shall be placed by the cat

(4) Appointment of Registrar. Unless otherwise provided in the ordinance authorizing the

registrar for all registered interest -bearing warrants, installment contracts, interest -bearing
leases and other registered bonds or obligations not usually subject to trading without a
fixed maturity date or maturing one year or less after issuance and the fiscal agencies shall
be the registrar for all other city bonds and obligations with a fixed maturity date or maturing
more than one year after issuance.
(5) Duties of Registrar. The registrar shall serve as the city's authenticating trustee, transfer
agent, registrar and paying agent for all registered bonds and obligations for which he,
or they serve as registrar and shall comply fully with all applicable federal and state
laws and regulations respecting the carrying out of those duties.
The rights, duties, responsibilities and compensation of the registrar shall be prescribed in
each ordinance authorizing the issuance of the bonds or obligations, which rights, duties,
responsibilities and compensation shall be embodied in a contract executed by the city and
the registrar, except that:

Each taxpayer shall keep records reflecting the amount of his their gross operating revenues,
and such records shall be open at all reasonable times to the inspection of the City treastiret,
finance director, or 4i-s their duly authorized subordinates, for verification of the utility tax
returns or for the fixing of the utility tax of a taxpayer who fails to make such returns.
5.28.120
If any taxpayer fails, neglects, or refuses to make and file his their return as and when

amount of tax payable together with any penalty and/or interest assessed under the
provisions of this chapter, and by mail to notify such taxpayer of the amount so determined,
which amount shall thereon become the tax and penalty and/or interest and shall become
immediately due and payable.
9.24.050(3)(a)
(a) Noise created by the discharge of firearms on city police department authorized shooting
ranges, unless other hours, outside of those defined in this section, are specifically approved
by the chief of poli police chief on a temporary basis;

(4) All contiguous land shall be included in a plat application. Multiple applications or
applications and/or exemptions shall not be utilized as a substitute for comprehensive
subdividing in accordance with the requirements of this subtitle. The applicant shall certify
that she as they have included all contiguous land in a plat application and that she/he
goes they do not own or otherwise have a legal interest in ownership of contiguous parcels.
20.210.050(4)
(4) No person, firm, partnership, corporation, or other entity may install a mobile home
unless he, she,orat awns they own the mobile home, is a licensed mobile home dealer, or is
a contractor registered under Chapter 18.27 RCW.
