The City reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time. Project Description Improvements are proposed for SR166/Bay Street from Robert Geiger Street to Frederick Avenue including intersections. The roadway is being raised to address sea level rise. Street reconstruction includes traffic lanes, sidewalks, and stormwater. Work includes undergrounding power and communications and new street lighting. Gas, water, and sewer improvements may be constructed in advance of tied to the project. Street and utility work is being undertaken to support planned redevelopment. Street and stormwater design and construction is Federally funded with Local match. Construction is funded by Congressional Directed Spending/ Highway Improvement Program. Construction is funded by Surface Transportation Program. Utility work is locally funded. Construction is planned to start in the summer of 2025. The City of Port Orchard reserves the right to retain services of the successful firm for any subsequent phases associated with this project. Scope of Work The Work to be performed by the CONSULTANT consists of providing to the City, services to including; 1) Roadway and utility design (PS&E) 2) Surveying 3) Environmental permitting including NEPA, CORPS of Engineers, HPA, and local critical areas permits. 4) Construction administration and inspection in accordance with the LAG manual Services include oversight on the CITY's behalf to be completed in accordance with the Washington State Department of Transportation (WSDOT) Local Agency Guideline Manual, and the CITY's approved Right of Way Acquisition Procedures. The UDBE goal for the Consultant Agreement is 16%. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1. Key Personnel Qualifications with Relevant Project Experience (10 points) 2. Qualifications of Proposed Project Manager (io points) 3. Qualifications/Expertise of Firm (15 points) 4. Familiarity with WSDOT LAG Manual and ROW procedures (30 points) 5. Approach to meet the DBE or SBE goal (10 points) 6. Availability of Personnel and Ability to Meet Schedule (15) 7. Past Performance/References (10 points) Submittal Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal -in -Charge and Project Manager; and Number of employees in each firm proposed to project. Proposals should be limited to 10 sheets, double sided excluding resume, cover sheet, and cover letter.
