ITEM NO. 1 — Bidders Questions
1. "Are asbuilts available for the existing building?"
a. The City does not have any asbuilts of the existing building. The building and tanks were
constructed in approximately 1986 — 1990.
2. "Currently the sequencing requires that the pump station be completed before starting the first
tank demo. Can this be revised so that at least one tank can be demolished prior to the station
being operational?"
a. The tanks are going to be rehabilitated, not demolished. An alternative sequencing plan
can be submitted for review by the City. Subject to City approval, one of the tanks may be
rehabilitated prior to completion of the pump station.
3. "Painting and coating qualifications — this spec may need revised to put the qualification
requirements on the subcontractor, not general contractor."
a. The qualifications apply to the painting subcontractor.
4. "Do we have elevations on the existing yard piping? Will it be in conflict with the new building
foundation?"
a. The existing piping underneath the building will be removed by the Contractor. New
temporary piping will be installed to maintain operation of the existing wells during
construction.
5. "[Has] a hazardous material survey been completed on the existing building and whose
responsibility that falls to if not."
a. A hazardous material survey has not been completed. Per Section 02 41 00 Demolition,
the Contractor is required to meet the requirements of all permitting and regulatory
requirements, and is responsible for demolition permits, which may include hazardous
material testing for the Puget Sound Clean Air Agency. The building and tanks were
constructed in approximately 1986-1990.
6. "The Bidding Checklist, on page LD-6 of the specifications, requires submittal of a DBE Utilization
Certification Form that we do not included in the documents, not do we find any DBE utilization
requirements. Please clarify."
a. DBE Utilization has been temporarily suspended (see Section 7.5 of
https://doh.wa.gov/sites/default/files/legacy/Documents/Pubs//331-586.pdf) and is not
required for this project. See modifications to Specifications 6 below.
7. "Section 43 21 39 states the basis of design is KSB UPA 250-250/05GB, are other submersible
pump manufacturers acceptable if they meet the design conditions?"
a. Other submersible manufacturers are acceptable subject to compliance with the
specifications.
8. "We are very interested in providing a bid for this project, as this work is right now our alley. But
we are having problems with hitting the qualifications listed in Addendum #1. We have 2 projects
in the last 7 years which are "Well and Booster" Pump stations, we have done plenty more
booster pump station projects, but they do not always have the well component to it, as these bid
much less frequently.
We would ask that the spec requirements be lowed to two (2) municipal "well and booster" pump
stations within the past 7 years; or (3) municipal well or booster" pump stations within the past 7
years."
a. See modifications to Specifications 1 below.
9. In this project there is mention of recoating the two tank interiors with CIM. Is there any
information on the dimensions of these tanks?
a. An inspection report is attached describing the condition and dimensions of the tank.

10. I'm only coming up with 180 tons for [HMA]. The proposal calls for 660 tons [HMA]. Can you let
me know if this is a mistake on my end?
a. See modifications to Specifications 2-4 below.
11. There was no pipe schedule located or mentioned in the drawings or specifications. Please
provide a pipe schedule for this project.
a. Pipe materials are defined on the plans and in the specifications. See 22 10 00 Plumbing
Piping, 33 11 10 Water Utility Distribution and Transmission Piping, 33 31 10 Sanitary
Utility Sewerage Piping, and 33 41 10 Storm Utility Drainage Piping.
12. "Can you clarify who is responsible to pay for the PSE construction activities for this project?
Section 26 27 00 — 1.5(F) states that "The Contractor shall pay all Power Company Fees unless
specified or noted otherwise." We have not found any other references in the specification or
drawings stating who is pay these fees. Our experience has been that the owner pays PSE
directly for the construction work related to their scope and the Contractor pays for any temporary
power work required or energy consumed in the construction of the project."
a. The City will pay PSE directly for their work, and the Contractor will pay for temporary
power work required and energy consumed during construction.
ITEM NO. 2 — Specifications
1. REPLACE the first sentence of the first paragraph of Advertisement for Bids with the following:
Notice is hereby given that sealed bids will be received at the office of the City Clerk for the City
of Port Orchard, 216 Prospect Street, Port Orchard, WA 98366 until 10:30 AM on Thursday July
20, 2023, for construction of the McCormick Woods — Well No. 11 Site Improvement Project,
Public Works Project No. 023-010
2. REPLACE the sentence in Section 6.E of the Information and Checklist for Bidders on page LD-8
reading "For Public Work Project No. PW2023-010 the prime contractor bid due date is July 18,
2023" with the following:
For Public Work Project No. PW2023-010 the prime contractor bid due date is July 20, 2023.
3. REPLACE Part J. Work Experience on page LD-30 with the following:
List at least three construction projects on the attached Work Experience Form, meeting the
following criteria:
• Successfully completed three (3) municipal well and/or booster pump station projects
within the past 7 years (at least one project shall be a municipal well project)
• Work includes grinding and patching (may be a separate project from the municipal well
and booster pump station projects)
• At least one municipal well or booster pump station project must exceed a contract value
of $3,000,000. All other projects must exceed a contract value of $1,000,000.
4. REPLACE quantity listed for Bid Item 28 Hot Mix Asphalt under Schedule of Contract Prices with
350 tons.
5. REPLACE quantity listed for Bid Item 29 Crushed Surfacing Top Course under Schedule of
Contract Prices with 390 tons.
6. REPLACE quantity listed for Bid Item 30 Crushed Surfacing Base Course under Schedule of
Contract Prices with 260 tons.

34. Well 3 Piping Vault: Payment for Well 3 Piping Vault will be on a per each basis. Payment shall
include full compensation for all labor, materials, and equipment for construction of the vault,
including piping and supports, fittings, vault, frames, lids, and grade rings as necessary,
excavation to depths shown in the Drawings, disposal of excavated material as required,
dewatering, backfill, and testing.
35. 10-inch Valve Vault: Payment for 10-inch Valve Vault will be on a per each basis. Payment
shall include full compensation for all labor, materials, and equipment for construction of the
vault, including piping and supports, valve, fittings, vault, frames, lids, and grade rings as
necessary, excavation to depths shown in the Drawings, disposal of excavated material as
required, dewatering, backfill, and testing.

The body of each wage determination lists the classification
and wage rates that have been found to be prevailing for the
cited type(s) of construction in the area covered by the wage
determination. The classifications are listed in alphabetical
order of ""identifiers"" that indicate whether the particular
rate is a union rate (current union negotiated rate for local),
a survey rate (weighted average rate) or a union average rate
(weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed
in dotted lines beginning with characters other than ""SU"" or
""UAVG"" denotes that the union classification and rate were
prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of
the union which prevailed in the survey for this
classification, which in this example would be Plumbers. 0198
indicates the local union number or district council number
where applicable, i.e., Plumbers Local 0198. The next number,
005 in the example, is an internal number used in processing
the wage determination. 07/01/2014 is the effective date of the
most current negotiated rate, which in this example is July 1,
2014.
Union prevailing wage rates are updated to reflect all rate
changes in the collective bargaining agreement (CBA) governing
this classification and rate.
Survey Rate Identifiers

the published rate is derived by computing a weighted average

classification. As this weighted average rate includes all
rates reported in the survey, it may include both union and
non -union rates. Example: SULA2012-007 5/13/2014. SU indicates
the rates are survey rates based on a weighted average
calculation of rates and are not majority rates. LA indicates
the State of Louisiana. 2012 is the year of survey on which
these classifications and rates are based. The next number, 007
in the example, is an internal number used in producing the
wage determination. 5/13/2014 indicates the survey completion
date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a
new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate
that no single majority rate prevailed for those
classifications; however, 100% of the data reported for the
classifications was union data. EXAMPLE: UAVG-OH-0010
08/29/2014. UAVG indicates that the rate is a weighted union
average rate. OH indicates the state. The next number, 0010 in
the example, is an internal number used in producing the wage
determination. 08/29/2014 indicates the survey completion date
for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of
each year, to reflect a weighted average of the current
negotiated/CBA rate of the union locals from which the rate is
based.
WAGE DETERMINATION APPEALS PROCESS

To visually inspect and clean the interior condition of (1) 60,000 gallon potable water distilling
tank. Last inspected and cleaned in 2006. Project completed using diving mode and surface
supplied equipment per AWWA, OSHA and commercial diving standards.
Structural Details:
Tank is a Mount Baker Silo concrete on -grade structure. Reservoir sits on flat ground in zone
431 and serves zone 580. Roof of tank is flat. Tank was constructed in 1986. Measurements are
15' deep x 25' diameter.
Roof
Flat roof. Roof vent and hatch are galvanized. Relatively clean with moss around hatch.
Manual level indicator goes through roof under a cover, float is a Styrofoam bead type
and is in -tact.

Findinays:
Roof slab is in great condition. Hatch lid is rusting on the outside surface. Lid metal is
fairly thin and would benefit from a sand / prime / paint to prevent lid replacement in
future.
Wall
a wall height of 15'.
Findin,s:
All three wall seams are internally coated with Aquatapoxy A7 putty. The putty
compound appeared to have continuity but could easily be breached by a vertical crack or
a small separation behind the sealant. The outside of the tank is completely damp from
the wall seams down, appearing as if the seams are still leaking. Water will migrate
around the entire seam from only one point of entry on the inside. I prefer to address
water proofing of this magnitude by draining the tank for 1 day and applying with a
roller.
Ladder
Floor is entirely flat with (2) pipes coming through the floor, a drain at 10:30 and an
inlet/outlet by 6:00
Interior ladder is secured to the wall with bolts and shows very little rust.
Overflow
4" hole cut into wall at the roof level, next to ladder. PVC pipe fixed to hole and
extending to ground on outside of tank.

Outlet /Inlet
12" diameter pipe enters the floor at 6:00, with a 4" riser pipe is the inlet, outlet.
Discharge line feeds the 580 zone. Very little corrosion noted to the pipe and integrity at
cement seal is good.
Drain
8" pipe inters the tank flush with the floor at 10:30 location. Little bit of duct tape visible
around open edge of pipe which is typical of MBS construction.

Recommendations & Summary
1. Re -inspect tank in 5 years.
2. General condition of tank stability appears good.
3. Consider draining tank if possible to recoat seams with Aquatpoxy A6 paint instead of
putty. Paint will fill rough surfaces better and seal in the rough putty application. Drain, allow
wall to dry (1-2 days), paint(1 day), fill immediately.
4. Sand and paint hatch lid.

constructed in 1992. Measurements are 15' deep x 25' diameter.

Flat roof. Roof vent and hatch are galvanized. Relatively clean with tufts of moss.
Manual level indicator goes through roof inside a pipe conduit and properly sealed.
Wall
Our blue zip tie is our seal after closing hatch.
Wall made of 3 rings, 5' tall each equaling a wall height of 15'
Findings:
Moisture weeping though at wall seams, however, not to the same degree as tank # 1. The
inside Aquatapoxy A7 putty application is applied differently and `neater' than in # 1 and
may be a significant factor in the quality of the seal.
Ladder
Floor is entirely flat with (2) pipes coming through the floor, a drain at center and an
inlet/outlet by 1:00. Average sediment (manganese) accumulation was 1/16", with 2.5"
around the inlet. Epoxy patch at center of floor to seal off construction rebar.
Interior ladder is secured to the wall with bolts and shows very little rust.
Galvanized and in excellent condition.
Inlet
4" hole cut into wall at the roof level, at 5:00. PVC pipe fixed to hole and extending to
ground on outside of tank. Steel riser coming from ground to meet plastic pipe.
12" diameter pipe enters the floor at 1:00, with a 24" riser pipe is the inlet, outlet.
Discharge line feeds the 580 zone. Very little corrosion noted to the pipe and integrity at
cement seal is good.
Drain
12" pipe inters the tank near the center of floor, it has a 12" removable riser and is lightly
rusted.
Recommendations & Summary
1. Re -inspect tank in 5 years.
2. General condition of tank stability appears good.
3. Consider draining tank if possible to recoat seams with Aquatpoxy A6 paint instead of putty.
