THIS ADDENDUM IS HEREBY MADE A PART OF THE CONTRACT DOCUMENTS TO THE
SAME EXTENT AS THOUGH IT WERE ORIGINALLY INCLUDED THEREIN.
BIDDERS MUST ACKNOWLEDGE RECEIPT OF ALL ADDENDA ON THE BID PROPOSAL
FORM. BID PROPOSALS THAT FAIL TO ACKNOWLEDGE ALL ADDENDA MAY BE
CONSIDERED IRREGULAR AND MAY BE REJECTED.
THE DATE AND TIME OF THE BID OPENING REMAINS THE SAME.

ITEM NO. 1 — Bidders Questions
1. "I see that this project is subject to the domestic requirements of American Iron and Steel (AIS),
but if you could confirm whether this project is also subject to the domestic requirements of Build
America, Buy America (BABA) that would be helpful."
a. Build America, Buy America provisions do not apply to this project.
2. "In Section 40 00 00 Process Interconnections calls for ProMinent Dulcote Free Chlorine analyzer
or approved equal. Would Hach's Free chlorine analyzer be considered an approved equal for
this project?"
a. A Hach free chlorine analyzer would be acceptable subject to compliance with the
specification section.
3. "Is the City willing to modify the "Work Experience" supplemental bidder criteria? Additionally,
there is a conflict in the criteria listed on Page LD-30 "Part J. Work Experience" and the work
experience form on Page LD-32. Assuming that the criteria on page LD-30 is what is intended,
we propose this to be modified to allow the combination of three separate projects to meet the
criteria given, rather than all 3 projects needing to meet all three criteria points."
a. See modifications to Specifications 1 and 2 below.
4. "In reviewing the bid documents and bidder qualifications, we located the following criteria.
• Bid item 27 Clearwell Rehabilitation
o Measurement and Payment for this bid item described in 01 22 20 — 7 refers to minor
mechanical and electrical modifications plus cleaning and surface preparation exterior and
interior coatings plus leakage test and disinfection.
o Applicable specifications appear to be 09 97 23.24 Concrete Water Storage Tank
Painting. Within this section under 1.2 Quality Assurance A it describes qualifications and
experience for the contractor to be a specialist "tank contractor" and list requirements that
pertain largely to designing, building and rehabilitating concrete tanks.
Please advise if this qualification requirement is applicable given the scope of work being interior
and exterior coating plus minor mechanical and electrical modifications. As written, most of the
bidding GC contractors would not be meeting the above qualifications. Request review and
amend the qualification and experience requirements to paint subcontractors and its applicable
experiences."

ITEM NO. 1 — Specifications
1. ADD the following to 1. Pre -Bid Conference in Information and Checklist for Bidders on page LD-
5:
The location of the pre -bid conference will be held on -site at 5171 St. Andrews Drive SW, Port
Orchard, WA 98367
2. REPLACE Part J. Work Experience on page LD-30 with the following:
List at least three construction projects on the attached Work Experience Form, meeting the
following criteria:
• Successfully completed three (3) municipal well and booster pump station projects within
the past 7 years
• Work includes grinding and patching (may be a separate project from the municipal well
and booster pump station projects)
• At least one municipal well or booster pump station project must exceed a contract value
of $3,000,000. All other projects must exceed a contract value of $1,000,000.

3. REPLACE the first paragraph and bullet list on Work Experience Form on LD-30 with the
following:
List at least three construction projects on the attached Work Experience Form, which combined
meet the criteria described in Part J. Work Experience on page LD-30.
4. REPLACE Section 09 97 23.24 1.2.A with the following:
A. Qualifications & Experience
The contractor shall be a speGiarst taR , ngn+raGte experienced in the rehabilitation of concrete
water storage tanks, with the following minimum experience:
1. The rehabilitation, in their own name, of at least 10 concrete water storage tanks in the last
10 years of equal size or greater, which have been in successful service for a minimum of
five (5) years since the work was completed.
2. The restoration of at least ten (10) concrete water storage tanks with deteriorated
concrete/shotcrete walls and or domes within the last five (5) years.
