BAY STREET PATHWAY WEST, SITUATIONAL STUDY
The City of Port Orchard solicits interest from consulting firms with expertise in Civil Engineering, Structural
Engineering, Coastal Engineering, Geotechnical Engineering, Landscape Architecture, and Environmental
Permitting. This agreement will be for approximately three years in duration with the option for the City of Port
Orchard to extend it for additional time and money if necessary. Consultants will be considered for the
following project.
The City of Port Orchard reserves the right to amend terms of this "Request for Qualifications" (RFQ) to
circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort
consultants have spent on their responses.
Project Description
The work to be performed by the CONSULTANT consists of services for a situational study to investigate the
feasibility of connecting the current terminus of the Bay Street Pedestrian Pathway (Downtown Kitsap Transit
Foot Ferry Terminal at Sidney Avenue) with the easterly terminus of the Tremont Street Improvement Project
(Intersection of Tremont Street and Port Orchard Blvd). Improvements may consist of a multi -use pathway
and/or complete street improvements with sidewalks and bike lanes. The proposed alignment of Bay Street
Pathway West (partially located along the historic Mosquito Fleet Trail) consists of 1) a segment of existing
sidewalk along the Port of Bremerton's Port Orchard Marina, 2) a segment along either the waterfront or
SR166/ Bay Street, and 3) a segment along Port Orchard Blvd from SR166/ Bay Street to Tremont Street.
The Consultant will develop alternatives, support community outreach and engagement, and assist the City in
arriving at a preferred alternative. Other work includes development of preliminary design plan and cross
sections, design reports, preliminary right of way plans, environmental documentation, as needed to ensure
feasibility of the proposed improvement and develop a reliable schedule and costs estimates.
The City of Port Orchard reserves the right to retain the services of the successful firm(s) for any subsequent
phases (PE, R/W, CN) associated with on call projects.
The UDBE mandatory goal for the Consultant Agreement is Sixteen Percent.
Evaluation Criteria
Submittals will be evaluated and ranked based on the following criteria:
1) Qualification of proposed project manager and key personnel. - 15 points
2) Qualifications/expertise of Firm. - 15 points
3) Ability to meet schedule/ availability of key personnel. - 15 points
5) Familiarity with WSDOT LAG Manual. - 25 points
6) Past performance/references. - 15 points
7) Approach to meet the DBE goal or SBE goal (DBE Participation Plan or SBE Plan) — 15 points

Submittals should include the following information: Firm name, phone and fax numbers, email address; Name
of Principal -in -Charge and Project Manager; and Number of employees in each firm proposed to project.
