Describe how your overall event or project will provide a community economic benefit. Our main events... Parade and Vendor show, Concerts, 4th of July Vendors/Fireworks Show, Festival by the Bay & Battle of the Bands are held in downtown Port Orchard. We expect to bring people to town for these events, but also expect them to explore Port Orchard, shop in businesses, eat at our restaurants, stay overnight in hotels and B&B's, purchase gas at local stations, shop for groceries, etc., all of which produces economic benefits to the downtown corridor. C. Please describe how you will measure the impact your overall event or project will have on tourism or projected increase in tourism. Please be specific and provide examples. Our events bring a variety of out-of-town guests to Port Orchard. Our festival float travels to 14-16 parades throughout the state and is seen by thousands, not only in person but also on TV! The 4th of July Fireworks Show draws an enoromous crowd, not only on our waterfront but also Bremerton and Gorst, and the hotels are full ... we obtain zip codes from the hoteliers, from spectators who attend our summer concerts, collect zip codes from registrations, and from vendors who come from out of town for our shows and some do stay overnight. 4. Overall Event or Project Budget Summary A. Describe, and be specific, on what you would spend the requested lodging tax funds on. LTAC funding would help cover the cost of: 1) Advertising in the Discover Kitsap Magazine, advertising in regional newspapers for event specific marketing. 2) Operations general expenses - mainly printing for flyers and signs. 3) Building materials for the float rebuild for 2022 and float travel costs (an avg. crew of 4). 4) Quality musicians to perform at the FREE "Concerts by the Bay" throughout June -August. 5) Barge costs for the 4th of July Fireworks Show. 6) Traffic Control expenses for Grand Parade and the Festival by the Bay events. B. Income Other Than Lodging Tax (from sponsorships, grants, donation and admission fees) If you anticipate receiving partial funding for this activity from another source, please list the source(s) approximate amount, and status of funding. Indicate the entry or admission fee if one will be charged. SOURCE AMOUNT Confirmed or Projected? If projected, what is the anticipated receipt date? Other Expenses of Overall Event or Project(only complete below boxes that are applicable to your overall event or project that you are seeking funds for.) Proposed City LTAC Funds Other Committed Funds Total Operations (postage, fuel, permits, etc.) $1, 000 $1, 000 $ 2,000 Event Marketing $2,000 $2,000 $ 4,000 Tourism Marketing $4,000 $1,000 $ 5,000 Other Activities Ex lain: Float, Barge, Parade, Concerts $22,114 $ 50,700 $72,814 TOTAL COSTS $ 29,114 $ 54,700 $ 83,814 *City Lodging Tax funds would represent what percentage of your overall budget? 35 Can you operate this project with reduced funding? ® Yes ❑ No If yes, explain below: In order to operate without funding we would need to eliminate some major marketing cancel some band contracts, and perhaps eliminate the parade since it costs so much to do the traffic control. D. Other Financial Information Does your overall event or project have provisions (or plans) for becoming less dependent on Lodging Tax funding? (Meaning does the overall event or project have the ability to increase revenue by charging admission, increasing fees, etc.) We have gained a couple of new sponsors and continue each year to reach out to more businesses for sponsorship opportunites. Our vendor show fees are comparable to other shows now and same for car show fees so we cannot increase those. Building relationships is a key to continuing on. If not, what are your challenges of generating new revenues: It is finding businesses who have a community spirit in their hearts to bring events to Port Orchard and advertise their business along with the event they are sponsoring. S. Estimated Numbers of Increased Tourism *If you received lodging tax funds last year, you must attach last year's reporting* Applicants applying for use of LTAC funds must provide estimates of how it will result in increases in the number of people traveling for business or pleasure on a trip as required by RCW 67.28.1816: Projected Actual' Methodology' Overall Attendance: 30,000 Guestimate - TV audiences 500,000 Attendees who traveled 50 miles or more to attend: Total: 1,000 n/a zip codes Of total, attendees who traveled from another state or country: 150 Attendees who stayed overnight: Paid accommodations: 200 zip codes n/a Unpaid accommodations: 175 Paid Lodging nights: 130 zip codes Actual numbers will be required to be reported to the City in 2023. Display images below Good morning Sharron, kingcreations@wavecable.com Thu, Oct 14, 2021 07:11 AM Here's the estimates based on the bare minimum that I think will be needed. If a Traffic Control Plan (TCP) is required by the City, we can do a TCP and I can give a better estimate based on that (TCPs typically will have much more signage, including detours). Since the parade is not an all day affair, I'm hoping we can eliminate the need for the typical detour signage and have the flaggers direct traffic verbally when needed. The main roads would have detour signage. We would need to have a Traffic Control Supervisor (TCS) on -site to be the "go -to" for your people and flaggers. Since Cis a busy month for us, I've given 2 estimates. One based on regular wage and one based on overtime wage . We would do our best to send flaggers who are not at or near 40 hours. The TCS and (4) flaggers would handle the set up and tear down, and flagging so that's why they have 8 hours. The other flaggers will get there no later than 4:30 pm to meet up with the TCS do a safety meeting and then get in place. That's why 7 are at the 4 hour minimum. No sense having all 11 flaggers and TCS on site by 2 pm when 7 of the flaggers will be standing around until 4:30pm doing nothing. Estimate based on regular wage: (1) TCS, at $55.00 regular wage per hour, based on a 8 hour day = $440.00 (4) Flaggers, at $32.00 regular wage per hour each, based on an 8 hour day = $1,024.00 (7) Flaggers, at $32.00 regular wage per hour each, based on a 4 hour minimum = $896.00 (4) Sign Sets, each set consists of 6 signs, at $105.00 each per day = $420.00 (3) Additional Signs, at $18.00 each per day = $54.00 (8) Type III Barricades with no signs, at $20.00 each per day = $160.00 (4) Type III Barricades with signs, at $38.00 each per day = $152,00 (2) Local Trucks, at $120.00 each per day = $120.00 (30) minute drive time for 2 of the flaggers driving truck, at $32.00 regular wage per hour each= $32.00 Estimate based on overtime wage: (1) TCS, at $82.50 regular wage per hour, based on a 8 hour day = $660.00 (4) Flaggers, at $48.00 regular wage per hour each, Fused on an 8 hour day - $1,53U0 (7) Flaggers, at $48.00 regular wage per hour each, based on a 4 hour minimum = $1,344.00 (4) Sign Sets, each set consists of 6 signs, at $105.00 each per day = $420.00 (3) Additional Signs, at $18.00 each per day = $54.00 (8) Type III Barricades with no signs, at $20.00 each per day = $160.00 (4) Type III Barricades with signs, at $38.00 each per day = $152.00 (2) Local Trucks, at $120.00 each per day = $120.00 (30) minute drive time for 2 of the flaggers driving truck, at $48.00 regular wage per hour each= $48.00 Estimate total based on overtime = $4494.00* *estimates do not include No Parking Signs. Add (2) more sign sets (total of 12 no parking), at $105.00 each per day x 2 days = $420.00 *estimates do not include Message Boards. If message boards are required (since it is a highway and road will be closed), they're typically needed up at least 2 days in advance. (2) message boards for delivery and set up, at $250.00 each = $500.00 plus 2 day rental at $250.00 each per day=$1,000.00 for a total of $1,500.00 If No Parking and Message Boards are needed, add a total of $1,920.00 to estimates. If TCP is required, add $300.00 to total. Thank you, Brandy Sheryl Dunn - Office Manager/Brandy Ames - Dispatch RCE Traffic Control P.O.
