Meeting Minutes – March 25, 2019

Chair Diener called the meeting to order at 9:30 am.
1. Discussion: Request for Marked Parking Spaces on Kitsap St. Public Works Director Dorsey said that he
received a request from the Port Orchard United Methodist Church at 725 Kitsap St to create marked parking
spaces on both sides of Kitsap St from Sidney Ave to Prospect St. The church believes that this would maximize
parking availability on Kitsap St, since cars are often parked with too much space between them or with too much
space between a car and adjacent no-parking areas. Dorsey said that there are only a few streets in the city with
marked on-street parking spaces. He does not believe it would be financially or operationally feasible for the City
to start marking other streets unless there is a demonstrated finding that the current parking situation does not
work. On this stretch of Kitsap St, marked spaces would likely add only one parking space, if that, to the total
number. Since on-street parking is not private, there is no guarantee that the church would have more on-street
parking spaces to use at any specific time. Dorsey said that the length of the yellow curb striping on the north side
of Kitsap St could potentially be reduced to allow another parking space, without the need to mark the entire
street side. He will have Public Works investigate this option.
2. Discussion: Amendments to POMC 9.30 Nuisances, 20.22 Administration & Enforcement and 20.66 Vehicle
Service & Repair. Code Enforcement Officer Price presented draft amendments to several chapters of the City’s
municipal code to address ongoing enforcement issues with junk vehicles and service and repair of vehicles on
residential properties. Enforcement provisions will be strengthened to include both civil and criminal penalties for
ongoing violations and noncompliance with abatement orders. The committee approved moving the item forward
to the Planning Commission and Council work-study. Price said that he is working on code amendments to
regulate frequent garage sales and other continuous sales activities in residential neighborhoods, and will bring
them to the committee when a draft is completed. Development Director Bond said that garage sales will also be
addressed in the zoning code, to specify that they are allowed according to certain conditions (such as duration
and frequency) as an accessory use in residential zones.
3. Discussion: Affordable Housing. Council Member Chang asked if the City’s permit process for accessory
dwelling units (ADUs) could be streamlined to encourage development of more affordable housing. Bond said that
pre-approved ADU plans could be one option. Other potential options include allowing ADUs without a permit,
and allowing both the primary and accessory homes to be rented out (City code currently requires that one home
be owner-occupied). Bond said that several companies in the Seattle area offer pre-fab ADUs, which could
streamline development even further. The design of these units could be reviewed and pre-approved by the City.
Bond said that the City could consider reducing new water and sewer connection charges for ADUs, and the City’s
tax abatement program could also be amended to require a greater percentage of affordable housing.
Chang said that Kitsap County and the City of Bremerton are undertaking an affordable housing inventory and
market analysis of housing needs. He said that the City may want to participate in this effort and will provide
more information to the committee members.
