Meeting Minutes – May 17, 2017

Director Mark Dorsey, City Clerk Brandy Rinearson, Associate Planner Keri Sallee
Chairman Diener called the meeting to order at 7:30 a.m.
1. Discussion: City Hall Facility Use. City Clerk Rinearson provided the committee with a copy of Resolution No.
1880, which established fees for use of City Hall facilities. She asked whether the committee wished to make any
changes to the fees, which were approved in 1999. The current fees may not adequately compensate for the staff
costs associated with after-hours room rentals. Rinearson will discuss the issue with the City Treasurer, and
provide the committee with any recommendations for changes to the fee structure.
2. Discussion: Peninsula Feed Lease Agreement. Rinearson provided a copy of the recorded lease between the
City and Peninsula Feed, for use of approximately 5,000 square feet of public right-of-way adjacent to the
Peninsula Feed building for parking and storage. The lease term ends on August 30, 2017. The owner will be
contacted to confirm whether he is interested in renewing the lease for all or only some of this right-of-way area.
Mayor Putaansuu said that an appraisal of this property will be obtained before renewing the lease, to determine
the lease’s fair market value.
3. Discussion: Sidney Art Museum Parking/Loading, and Bay Street Taxi Stand. Public Works Director Dorsey
said that he has received a request from the Sidney Art Museum to have a parking space outside the museum
changed to a loading zone, and a request from A-1 Taxi to have a parking space outside the Brick House Bar and
Grill changed to a taxi stand. Dorsey said that the museum’s request may be feasible, since downtown parking
pressures are not so bad at the museum’s location. He noted that there is already a taxi stand located just off Bay
Street, as well as loading zones on Bay Street, and changing a parking space to a dedicated taxi stand in from of
the Brick House would probably not be the best use of the limited parking available on Bay Street. Chair Diener
said that these requests will be forwarded to the full City Council for review.
4. Discussion: Vacant Commercial Buildings. Diener discussed a memo that had been provided by the City
Attorney, regarding incentives and regulations that are being used by local jurisdictions to encourage vacant
commercial buildings to be maintained, leased and redeveloped. Two of the example cities were Everett and
Vancouver, Washington. The committee asked for staff to provide copies of these cities’ codes and other
information related to their vacant commercial buildings programs. Staff will provide the information and will
include this item on the June agenda for continued discussion.
Chair Diener adjourned the meeting at 7:53 a.m. Audio-only recording was successful.
