Meeting Minutes – July 19, 2017

Chair Diener called the meeting to order at 7:35 a.m.
1. Discussion: Fireworks Code Revision and Carnival Permits. City Clerk Rinearson said that Fire Marshal Brad
Wiggins had intended to attend the meeting to present suggestions for proposed changes to code and permitting
requirements for fireworks stands and carnival permits, but had been unable to be there. Chair Diener requested
that these two items be tabled and placed on the August committee agenda, and that Wiggins be invited to
attend the August meeting.
2. Discussion: View Protection Overlay District and Tree Maintenance. The City Council received a request from
a citizen asking for clarification of the City’s View Protection Overlay District (VPOD) regulations. Specifically, the
citizen asked if trees are “grandfathered” from compliance with the VPOD if they existed at the time the VPOD
was created, and if a neighboring property owner would be in violation of the VPOD if he/she continued to plant
trees that when mature will block views, even if the trees are small at the present time. The Land Use committee
was provided with advice from the City Attorney regarding these questions. Diener requested staff to send a code
compliance letter to the property owner whose trees are of concern. The VPOD regulations will be scheduled for
the Council’s August 8 meeting agenda and/or September work-study agenda as a discussion item.
3. Discussion: Time Limits for Handicap Parking Spaces. Mayor Putaansuu said that some handicap parking
spaces on City streets are being improperly used for extended parking and vehicle storage because there are
currently no time limits posted for handicap spaces. Police Chief Marti informed the Mayor that per RCW
46.19.050(5), the City may apply a minimum 4-hour parking limit on handicap parking. The Mayor suggested that
4-hour parking signs be posted at certain locations where a problem has been identified or a complaint has been
received. Marti will be requested to bring this item forward to City Council.
4. Discussion: Request for One-Way Traffic and Parking on Sroufe Street. The City Council received a request
from the South Kitsap Western Little League to change a portion of Sroufe Street, adjacent to the Art Mikelsen
Little League Field, from two-way to one-way with head-in (angle) parking. The Committee felt that a permanent
change to a one-way street would not be appropriate in this location, but the Little League could ask Public Works
for a temporary change when events are anticipated to result in prolonged or significantly increased traffic and
parking demands. Public Works Director Mark Dorsey will be asked to contact the Little League with this
information.
Chair Diener adjourned the meeting at 8:05 a.m. Audio-only recording was successful.
