City of Port Orchard
Land Use Committee
Meeting Minutes – August 16, 2017
Committee Members Present: Bek Ashby (for Chair Scott Diener)
City Officials and Staff: Mayor Rob Putaansuu, Community Development Director Nick Bond, City Clerk Brandy
Rinearson, Public Works Director Mark Dorsey, Associate Planner Keri Sallee
Guests: Richard Gihring and Patricia Anderson
Council Member Ashby called the meeting to order at 7:30 a.m.
1. Discussion: Farragut Road Vacation. The Committee reviewed a request from the owners of 201 Farragut Ave
to vacate the unopened right-of-way of Guy Wetzel St located adjacent to their property. Public Works Director
Dorsey said that he could not support the request since the right-of-way contains City utilities. The owners are
allowed to landscape and otherwise use this area, although no permanent structures or other development which
could hinder utility access should be located there.
2. Discussion: Citizen Request for “No Parking” Signs on Ramsey Rd. Dorsey received a request from a citizen to
install “No Parking” signs on Ramsey Rd SE between Sedgwick and Blueberry, because of overflow street parking
from Westcoast Fitness, which is located at the corner of Ramsey and Sedgwick. Staff noted that the owner of
Westcoast Fitness is purchasing an adjacent property at 4708 Ramsey for an additional parking lot. Dorsey will
have his staff measure the width of Ramsey and determine whether any onstreet parking spaces can be striped in
front of Westcoast Fitness.
3. Discussion: Peninsula Feed Lease. The City has a lease contract with Peninsula Feed which allows the
business to use a portion of Harrison St right-of-way adjacent to the business for private parking. Mayor
Putaansuu received a citizen request to invoke a clause of the lease contract which allows the City to revise the
lease area if any portion is required for a street, pedestrian access or parking. The citizen said that the lease area
should be available for public parking and should not be reserved for one private business. Putaansuu said that
he would not support this request as the lease was just renewed in August 2017, and there is no current evidence
that the lease area is needed or intended for other purposes. The lease ends in 2022, and the City will review
current needs when considering a potential new lease.
Ashby adjourned the meeting at 7:58 a.m. Audio-only recording was successful.
Next Meeting/Location: September 20, 2017, at 7:30 am in the 720 Prospect conference room.
