03/23/2017 - MinutesCity of Port Orchard Land Use Committee Meeting Minutes - March 23, 2017 Committee Members Present: Scott Diener (Chair), John Clauson, Shawn Cucciardi City Officials and Staff: Mayor Rob Putaansuu, Community Development Director Nick Bond, Associate Planner Keri Sallee Guest: Erich Hertzog Chairman Diener called the meeting to order at 7:30 a.m. 1. Presentation: Erich Hertzog, Mobilitie. As a followup to his presentation at the September 2016 meeting of the Land Use committee, Mr. Hertzog provided more information to the committee on the proposed locations, designs, and appearance of the small-cell data and voice transmission poles that Mobilitie wishes to install in the City. The current proposal includes three poles between 50-60 ft high, to be located on Lund Ave, Tremont St and Sedgwick Rd. Mobilitie is not currently considering alternatives to the proposed designs and locations. Hertzog said that once permits are received, Mobilitie generally begins construction within 30 days. Hertzog said that Mobilitie will work with the City on aesthetics, setbacks, alternative site possibilities and public safety concerns. He will also provide the committee with examples of existing franchise agreements between Mobilitie and local governments. 2. Discussion: Overlook Apartments Multi-Family Tax Exemption. Community Development Director Bond said that the Overlook Apartments developer has submitted an application for the City’s new multi-family tax exemption within a residential targeted area. They are seeking a 12-year exemption, in exchange for which they will keep 20% of the units (8 of 38 units) affordable to low- to moderate-income households. The application is proposed to go before City Council on March 28. Bond said that the McCormick Woods developer has been working with City staff to develop development standards and design guidelines for some of their R8-zoned residential areas. These proposals will go to the Planning Commission at their April meeting and then to City Council. If revised residential standards and guidelines are approved, they will also be included in the overall land use regulatory code update (new Title 20) that is proposed to be adopted by Council by the end of June.
