06/15/2016 - MinutesCity of Port Orchard Land Use Committee Meeting Minutes June 15, 2016 Committee Members Present: John Clauson, Shawn Cucciardi, Scott Diener City Officials and Staff: Mayor Rob Putaansuu, Development Director Nick Bond, Public Works Director Mark Dorsey, Associate Planner Keri Sallee Guests: Dick Brown, Bill Palmer Chairman Diener called the meeting to order at 7:35 a.m. 1. Presentation: Ross Point Conservancy Proposal. Mr. Dick Brown presented a proposal to create a conservancy or heritage park in the vicinity of Ross Point, with the City as the potential lead agency for grant applications and other actions. He said that he has nearly 200 contiguous acres in the area currently under sale contract. Mayor Putaansuu said that the City would need a better understanding of what responsibilities and liability would fall on the City if it were the lead agency, and said that the City does not have matching funds or other financial resources to contribute to the proposal. Public Works Director Dorsey said that the needs for access, utilities, public safety and maintenance would be much greater for a public heritage park than a conservancy, and Mr. Brown needs to determine which option will be pursued before the City can provide more information. Mr. Brown will continue to coordinate with his partners and potential funding sources, and will follow up with the City as more details becomes available. 2. Discussion: Request for No Parking Signs on Sprague Street. Dorsey discussed a request by the Rockport HOA’s property manager to have “No Parking” signs installed and enforced on both sides of Sprague Street. The Committee agreed that since the plat conditions of approval show Sprague Street with parking on one side, the HOA would need to submit a petition, approved by its members according to the HOA’s bylaws, in order to change the current parking signage.
