Chairman Diener called the meeting to order at 7:35 a.m.
1. Discussion/Presentation: Proposed Mobilitie Project. Erich Hertzog with Mobilitie Telecommunications
made a proposal for a franchise agreement with the City that would enable Mobilitie to install data
transmission poles in right-of-way. Mobilitie provides wholesale service to existing wireless data companies
to fill in “gaps” in existing transmission coverage and bandwidth capacity. The service is solely for internet
data; it does not transmit cellular (phone/text) data. Some of Mobilitie’s equipment can be mounted on
existing utility or cell tower poles, but others will need to have their own poles as determined by coverage
needs. Hertzog will provide additional information to the Committee, including an analysis of proposed
locations and a visual landscape simulation of a typical pole installation. This will help City staff determine if
any changes would be required to the City’s codes regulating telecommunications equipment to allow
Mobilitie’s installations.
2. Discussion: Citizen Proposal for Pickleball Court at Van Zee Park. Mark Lewis requested that the
Public Works Department stripe a tennis court at Van Zee Park so that it can also be used as a pickleball
court. After discussion, the Committee decided that, subject to 2017 budget approval, both courts at Van Zee
will be striped in 2017 for tennis/pickleball use, and one of the courts at the Givens Center will be striped
solely for pickleball use.
3. Discussion: Amendments to DOD, VPOD, ADUs, etc. Development Director Bond gave an overview of
the proposed amendment package, which includes changes to regulations for the Downtown Overlay District
(DOD), the View Protection Overlay District (VPOD), and accessory dwelling units. A public hearing was held
at the September 14 Planning Commission meeting, at which several citizens gave testimony about the
proposals to eliminate the 600 square foot minimum residential unit size and allow more ground-floor uses in
the DOD. The Planning Commission voted to recommend approval of the amendment package, with the
exception of the proposed changes to the DOD. The Committee requested several changes to the draft, and
directed staff to schedule the item for the Council’s October 18 work-study meeting.
4. Discussion: Residential Design Standards. Bond presented an initial draft of potential design
standards for single-family and duplex residential development, as a response to several recent
developments that have had unattractive aesthetic features, including use of T1-11 siding, fencing left
unfinished on the public view side, and blank backs and sides of houses facing the street. The Kitsap Building
Association and Kitsap Association of Realtors will be asked to review a working draft and will also be
requested to provide suggestions for encouraging more attractive residential design within new developments
in the City.
5. Discussion: Pedestrian Crossing Guidelines. Public Works Director Dorsey presented draft pedestrian
crossing guidelines and recommendations prepared by the City’s consultant, Fehr & Peers. The draft
document will be discussed at the City Council’s November work-study meeting.
Councilmember Cucciardi adjourned the meeting on behalf of Chair Diener at 9:18 a.m.
