01/11/2016 - MinutesCity of Port Orchard Public Property Committee Meeting Minutes Monday January 11, 2016 Committee Members present: Council members Bek Ashby, Fred Chang & Shawn Cucciardi City Staff Present: Development Director Nick Bond, Public Works Director Mark Dorsey, City Clerk Brandy Rinearson, DCD Front Counter Clerk Lisa Stone, Associate Planner Elle Davis, Treasurer Allan Martin, & Police Chief Geoffrey Marti Guests: Mayor Rob Putaansuu & Lorain Olson The meeting was called to order at 9:00 a.m. by Councilmember Shawn Cucciardi. 1. Discussion: Residential Parking Permit System POMC 10.14. Resident Lorain Olson talked to the committee about fees charged for temporary parking passes for meetings held in her house. Olson also raised an issue affecting her neighbor with regard to the requirement that vehicles be registered at a local address. This neighbor’s car is in her daughter’s name and therefore she is unable to get anything more than a temporary parking permit. The Committee discussed increased the number of allowed cars at a house from 3 to 4. City Clerk Brandy Rinearson will draft ordinance by end of the month. 2. Discussion: Monthly Public Parking Pass POMC 10.12. The committee held a discussion about monthly parking passes in waterfront parking lot. Police Chief Geoffrey Marti recommends going to hourly, daily, and possibly weekly parking. Marti will bring more info to February committee meeting as he is working on replacing parking payment machines. 3. Discussion: Bay Street Hanging Banner. The committee held a discussion about the many issues entailed with taking over the hanging banner on Bay Street. SKFD has asked that the City assume all responsibility for the banner program as soon as possible. The Rotary group can no longer hang the banners. Everyone agreed that it was a complicated issue and that further discussion with the full council was needed. The committee recommended bringing the issue to January Work Study. 4. Discussion: McCormick Woods Village Park – Scope of Services. Development Director Nick Bond stated Jones & Jones will submit a revised scope of service and price. The committee recommended that this be brought to the full council for approval once it was ready. 5. Discussion: Parking in Front of Mailboxes. Public Works Director Mark Dorsey brought forward a parking enforcement issue related to parking in front of mailboxes. The issue was viewed as an isolated incident. The committee discussed city city’s current requirements and took no action on the issue. 6. Discussion: Request for Lighting (Traffic Signal) at Ramsey and Sedgwick. Dorsey stated that any signal would need to be approved by WSDOT and that a signal at this location is not in the city’s current plans. The committee asked staff to let the resident know what the city’s plans are in the corridor. 7. Discussion: Crosswalk Request at Vista Motel, 1090 Bethel. Dorsey stated this issue could not be handled until the city puts the crosswalk program into effect and that the city would look at this later in 2016. 8. Discussion: Portorchardwifi.com Request to place Signage on City Property. The committee asked that the requestor be notified that only city signs can be place on public property at this time and suggested that the requestor work with local businesses, organizations, and agencies to share this information. 9. Discussion: General Parks Discussion. The committee held a discussion about parks commission. The Committee asked that the revised parks element be brought to the committee at the first opportunity. 10. Discussion: 2015 Summary Memo. The committee held a discussion about the committee’s ongoing issues and recapped work completed in 2015. With that discussion, Ashby closed the meeting.
