03/30/2016 - MinutesCity of Port Orchard Land Use Committee Meeting Minutes Wednesday, March 30, 2016 Committee Members Present: Shawn Cucciardi, John Clauson, Scott Diener City Staff and Officials: Mayor Rob Putaansuu, Development Director Nick Bond, Public Works Director Mark Dorsey, Deputy City Clerk Jenine Floyd, Associate Planner Keri Sallee Guests: Karl Kramer Chairman Diener called the meeting to order at 7:30 a.m. 1. Discussion: Resolution for Residential Parking Permits. The Committee discussed proposed revisions to POMC 10.14.020 regarding residential parking permits. Deputy City Clerk Floyd was requested to provide comparisons from other cities for the proposal to issue residential event parking permits, and to move the other revisions forward. 2. Discussion: Parking at Highlands on Huntington. The Committee discussed onstreet parking in the Highlands at Karcher Creek plat. Karl Kramer with Reid Property Management said that residents are concerned about the general lack of parking, parking by non-residents, and vehicles being left on the streets for extended periods. Mayor Putaansuu said the City would need a petition from the HOA specifying their requests with at least 60-65% support of property owners. Kramer will contact the HOA for followup. 3. Discussion: Resolution for Downtown Banner. The Committee discussed the proposed resolution and approved moving it forward to City Council. 4. Discussion: Ness Street Vacation Petition. The Committee discussed the vacation petition and recommended that the applicant be required to comply with several conditions for future ROW and street construction needs. 5. Discussion: Draft Natural Systems and Transportation Elements. Development Director Bond and Associate Planner Sallee provided an overview of the draft elements. The Committee recommended several changes and clarifications. 6. Discussion: Ross Creek Sewer District Property. The Committee discussed the proposal for the City to issue a quit claim deed for the subject property, and approved moving it forward to City Council. 7. Discussion: Purchase of 2 City ROW Parcels. The Committee discussed the proposal to sell the subject properties, and approved moving it forward to City Council. 8. Discussion: Downtown Parking Meters. The Mayor reported that downtown parking meters are on order, and summarized the parking lot pass options that are under consideration. 9. Discussion: Design Guidelines for Development. Bond said that he would like to have a consultant prepare detailed design guidelines to be included in the City’s development regulations. The Committee approved moving the request forward to City Council. 10. Update: Draft Parks Element and Paul Powers Park, Draft Land Use and Housing Elements. Bond gave an update on the current status of the draft Parks, Land Use and Housing elements and the results of the Paul Powers Park survey. Chairman Diener requested that code enforcement staff attend the April or May meeting to discuss how the City can abate derelict buildings, as a first step to developing regulatory code.
