Meeting Minutes
Monday June 8, 2015

The meeting was called to order at 8:32 a.m. by Councilmember Jeff Cartwright.
1. Discussion: Bethel South Property- Naming. Development Director Nick Bond did research about this
history for this park as requested by the committee. Bond stated there is nothing in the deed referring
to this property as being donated for a park, but there is reference to its use as a park in the annexation
ordinance. George Warrington requested this park be named after the Tripp family whom donated the
property. Councilmember Bek Ashby commented Tripp Park is easier to say than H & T Tripp Park and
she saw no problem naming parks after the donors. Council members Fred Chang and Jeff Cartwright
also saw no problem in naming this property Tripp Park. Chang discussed how the city has no control
over how citizens refer to the park even though it has an official name. Committee will take this naming
request to council to pass a resolution.
2. Discussion: Church Parking Issue. Bond stated this was to follow up an issue discussed at the April
meeting. Public Works Director Mark Dorsey visited the site and determined that the street is steeper
than ADA criteria allows. Mayor Tim Matthes and Dorsey went to talk to the church and the church is
happy with the resolution. No further action will be taken.
3. Discussion: Use of Bay Street by Merchants. Bond had a memo from the City Attorney Carol Morris,
which said sign code should only regulate private property and public property should be regulated
through use of a street ROW use permit from Public Works. Morris provided Bond with a draft Street
ROW use permit ordinance. Bond stated he would fill in specifics that relate to the city and bring
forward to next meeting.
4. Discussion: Special Event Art Walk Signs. Bond showed committee the sign for the Art Walk that the
Bay street Association wanted to have made and put into the planters on Bay Street. Ashby is against
putting the signs in planters. Bond suggested putting brackets on the poles so the sign would be vertical
and merchants could get a Street ROW Use Permit in order to display signs. Bond will continue working
on revising the draft Street ROW Use Permit and bring it back to committee.
5. Discussion: Parks Survey. Associate Planner Elle Davis based the current park survey off the previous
version from 2011. Davis updated questions to reflect current and future development. Committee
members discussed the draft questions and made suggestions. Davis will continue working on the park
survey and refine it for the next committee meeting.
6. Discussion: Summer Schedule. Bond requested committee shift dates around in summer to
accommodate travel plans. Cartwright requested canceling August 10th, 2015 meeting. Committee
agreed. Committee agreed to hold next meeting July 13th, 2015.
With that discussion, Cartwright closed the meeting.
