11/09/2015 - MinutesCity of Port Orchard Public Property Committee Meeting Minutes Monday November 9, 2015 Committee Members present: Council members Bek Ashby, Rob Putaansuu & Fred Chang City Staff Present: Development Director Nick Bond, Public Works Director Mark Dorsey, City Clerk Brandy Rinearson, DCD Front Counter Clerk Lisa Stone, Associate Planner Elle Davis & Code Enforcement Officer Doug Price Guests: Arlene Burton, Charlie Scott (Jones & Jones), Mario Campos (Jones & Jones) and Nick Whittleton The meeting was called to order at 8:32 a.m. by Councilmember Bek Ashby. 1. Discussion: Jones & Jones Presentation on McCormick Village Park Phase 2. Charlie Scott and Mario Campos from Jones & Jones gave the committee a presentation of the McCormick Village Park Phase 2. The committee agreed to hold discussion on the matter until later in the meeting to accommodate other meeting guests and staff schedules. 2. Discussion: Beta Sigma Phi Sign Request. Arlene Burton brought to the committee a request to add Beta Sigma Phi Sign to the existing welcome sign on Tremont Street. Public Works Director Mark Dorsey agreed to check the Tremont Plans to see if the sign will need to be moved, Brandy Rinearson agreed to check records to see who owns the sign and Development Director Nick Bond agreed to check for code compliance in regards to the sign ordinance. 3. Discussion: Placement of Public Art. The committee held a discussion about where along the pedestrian pathway to install the donated artwork. The committee bringing the issue to the full council for a discussion and recommended that the Council approve location #1. 4. Discussion: Dangerous/Derelict Buildings Draft Code. Code Enforcement Officer Doug Price discussed with the committee the city’s current dangerous building regulations. The committee asked that this work be put on hold to prioritize by the new council next year. 5. Discussion: Residential Parking Permit Ordinance. The committee discussed a redlined version of the Residential Parking Permit Ordinance brought forward by Rinearson. The committee recommended bringing the proposed ordinance to Council meeting on November 24th. 6. Discussion: 640 Bay Street. Dorsey informed the committee the temp fence lease was transferred to the city. Bond told the committee there are no long term plans for this property yet. 7. Discussion: 2016 Parks Budget. Dorsey explained that there were no park projects in the 2016 Parks Budget except McCormick Village Park Phase 2. 8. Discussion: Paul Powers Park. Dorsey told the committee the interim design is done, but there has been no decision on the direction of this park. 9. Discussion: Arnold and Bay St Parking. Dorsey described the work that was completed at this parking area including curb stops and landscaping. 10. Discussion: Street Vacation Ordinance. The committee discussed the street vacation ordinance. The committee recommended that the ordinance be brought to council in early December for consideration. 11. Discussion: McCormick Village Park – Contractor Selection. Bond requested council members provide him with scorecards from the presentation. The committee recommended the selection of Jones and Jones for the McCormick Park Phase 2 project. 12. Discussion: Regional Decant Facility. The committee discussed the planned regional decant facility straddles the Industrial Zone and Community Facilities Zone. The committee recommended that the zoning table for the Industrial zone be changed to allow for wastewater treatment facilities and asked that the proposal be sent to the Planning Commission for review and a recommendation. 13. Discussion: Portorchardwifi.com Request to place signage on city property. Committee discussed request to place signage on city property. The committee recommended that requestor be directed to talk directly to businesses and agencies about placement of signs throughout downtown.
