Meeting Minutes
Monday, February 13, 2017
Committee Members Present: Council Members Bek Ashby (Chair), Fred Chang, Clancy Donlin
City Officials and Staff: Mayor Rob Putaansuu, City Clerk Brandy Rinearson, Community Development Director Nick Bond, Associate Planner Keri Sallee.
Guests: Dave Jeffcoat, Bobbie Stewart, Kathleen Wilson, Sharon King, Lorraine Olsen, Kathy Michael. The meeting was called to order by Chair Ashby at 9:02 a.m.
1. Educational Discussion. a. Recap of Roger Brooks Presentation. City Clerk Rinearson provided notes from the January presentation to the meeting attendees. The next presentation, “The Ultimate Guide to Brand Messaging”, will be on February 22. b. Recap of POBSA January Open Forum Meeting. Dave Jeffcoat gave a summary of the meeting. The need for a business to have consistent daily operating hours, and consistency in the days that the business is open, was discussed at length. A poll was sent out to POBSA members after the meeting to get more data on the operating days and hours of local businesses. A listserv has been created by POBSA for businesses to connect and communicate online, and POBSA will continue to have open forum meetings on a quarterly basis. The committee and guests discussed options for sharing information on special events with the community and local businesses. Ashby requested that POBSA continue to report on its open forum meetings to the Economic Development committee, and to keep the City informed on how it can support POBSA’s educational and business assistance efforts.
2. Tourism Strategic Plan. Ashby gave an overview of revisions that were made to the draft Tourism Strategic Plan since the January EDT meeting. Rinearson updated the committee on membership requirements for the Lodging Tax Advisory Committee (LTAC), discussed the allowable uses for lodging tax revenue, and summarized recent allocations and expenditures. The committee discussed several revisions to the vision, value and mission statements, and to the goals and policies, all of which will be incorporated into the next review draft and reviewed at the March meeting.
3. Trademark of Wayfinding Logo and Policy for Use of Image. Rinearson updated the committee on the process required to trademark the City’s wayfinding logo through the Secretary of State, and the uses that have been determined by Council to be generally appropriate for display of the logo. The application form and logo use policies have been completed, and will go to Council’s March work study session for review. Ashby said that the City would like organizations that have a special event approved by the City or that receive LTAC funds to use the City’s logo. Rinearson said that there is no application fee to use the logo, but there is a 5% royalty fee for commercial uses, which is tracked by the licensee and based on the first point of sale. Ashby said that Mayor Putaansuu provided her with Port Orchard’s old downtown parking brochure, and the City of Bremerton’s current parking brochure and downtown merchant information. Port Orchard downtown merchants may contact the City Clerk’s office for information on downtown merchant parking spaces that are available from the City for $30 per month. Ashby said that Port Orchard’s brochure should be updated and uploaded to the City’s website in PDF form for use by downtown merchants and visitors. Rinearson confirmed that her office and Finance staff will work on these updates. Ashby adjourned the meeting at 10:50 a.m. Audio/visual recording was successful. Next Meeting/Location: The next scheduled committee meeting is March 13, 2017, at 9:00 a.m. in the Council Chambers.
