07/18/2016 - MinutesCity of Port Orchard Economic Development and Tourism Committee Meeting Minutes Monday, July 18, 2016 Committee Members Present: Council Members Bek Ashby, Fred Chang and Clancy Donlin. City Staff and Officials: Mayor Rob Putaansuu, Development Director Nick Bond, City Clerk Brandy Rinearson, Associate Planner Keri Sallee. The meeting was called to order by Chair Ashby at 2:00 p.m. 1. Discussion: Proposed New POMC Chapter 12.24 – Street Use Permits. Development Director Bond presented draft code language for a City street use permit process. The committee requested that Bond take the code to the July 20 Land Use committee meeting, with the intent of bringing it to the full Council in August. 2. Discussion: Proposed New POMC Chapter 3.48 – Multifamily Property Tax Exemption. Bond presented draft code language for the proposed multifamily property tax exemption process. The committee supported adding the parcels in the Overlook subdivision project to the map of proposed exemption areas, at the owner’s request. Bond will bring the code ordinance to City Council on July 26. 3. Discussion: Bid for Wayfinding Signs. The committee discussed the bids that were received for installation of the City’s wayfinding signs. The bid from M3 Messenger Inc. for $91,525.40 will be presented to the City Council with a proposed contract on July 26. 4. Status Update: Trademark Wayfinding Logo and Draft Public Event Ordinance. City Clerk Rinearson stated that she is still working on these items and will update the committee at its next meeting. 5. Discussion: Employment Centers and Retail Stores. The committee discussed potential options for the Downtown Overlay District and other commercial areas, including: uses allowed on the ground floor, standards for development and design, the role of the Design Review Board, percentages of different development types in mixed-use projects, the need for additional commercial zoning designations, and the minimum size of residential units. Bond noted that the issue of minimum size for downtown residential units is scheduled for discussion at the July 20 Land Use committee meeting. Ashby adjourned the meeting at 3:18 p.m. Next Meeting/Location: The August meeting was tentatively cancelled. The next scheduled committee meeting is September 12, 2016, at 9:00 a.m. in the Council Chambers.
