09/12/2016 - MinutesCity of Port Orchard Economic Development and Tourism Committee Meeting Minutes Monday, September 12, 2016 Committee Members Present: Council Members Bek Ashby, Fred Chang and Clancy Donlin. City Staff and Officials: Development Director Nick Bond, City Clerk Brandy Rinearson, Associate Planner Keri Sallee. Guest Speaker: Patty Graf-Hoke, Executive Director of Visit Kitsap Peninsula The meeting was called to order by Chair Ashby at 9:02 a.m. 1. Discussion: Special Event Ordinance. City Clerk Rinearson presented an updated draft of the City’s proposed special event ordinance and application form. Rinearson will incorporate several changes recommended by the Committee into the final draft, and bring it back to the committee prior to moving it forward to the full Council. 2. Discussion: Trademark Update. Rinearson provided information to the committee about the process of trademarking the City’s wayfinding logo. The committee discussed requirements for use of the logo, fees, and the application process. Rinearson will bring the final draft documents to Council’s October 18 work-study meeting. 3. Discussion: Foot Ferry Ridership Numbers. Rinearson discussed the foot ferry ridership numbers and costs for early summer 2016. Data for mid-July and later is not yet available. Rinearson will provide final summer numbers to the committee once she has received them. 4. Presentation: Patty Graf-Hoke, Executive Director of Visit Kitsap Peninsula. Ms. Graf-Hoke gave a presentation to the committee and members of the business and tourism community, regarding recent trends in Kitsap Peninsula tourism, figures for number of visitors, occupancy rates and dollars spent per year, efforts to promote the area, and opportunities for future growth of the area’s tourism potential. 5. Discussion: Amendments to DOD, VPOD and ADU Regulations. Development Director Bond gave an overview of proposed changes to regulations for the Downtown Overlay District, the View Protection Overlay District and accessory dwelling units, and several other housekeeping items. The amendment will have a public hearing before the Planning Commission on September 14, and will go to the Council’s September 20 work-study meeting. 6. Discussion: Amendment to Model Home Regulations. Bond presented a proposed amendment to the City’s model home regulations, which would allow model homes within older preliminary plats and plats that were approved in the County and later annexed into the City. The amendment will have a public hearing before the Planning Commission on September 14. Ashby adjourned the meeting at 11:40 a.m. Next Meeting/Location: The next scheduled committee meeting is October 10, 2016, at 9:00 a.m. in the Council Chambers.
