Lodging Tax Advisory Committee
October 5, 2015; 7:00 p.m. at City Hall
Committee Members present: Chair Fred Chang; Matt Murphy, Port Orchard Chamber
of Commerce; Jessie Turner, Fathoms O’ Fun; Chris Stansbery, POBSA; Elissa
Whittleton, Cedar Cove Inn; and City Clerk Brandy Rinearson.
Absent: Chan Park, Comfort Inn and Lorraine Olsen, Mrs. Howe’s B&B.
Applicants spoke to the Committee explaining their proposal and they are as follows:
City of Port Orchard-Foot Ferry Finding Kiosk
Elle Davis, Associate Planner for the City of Port Orchard, asked the committee to
consider an application requested by the Economic Development Committee of placing
an aluminum kiosk downtown by the foot ferry. The sign would be a pedestrian sign
indicating landmarks that direct tourist to local landmarks.
Saints Car Club-The Cruz
Terry Bontrager, President, asked the committee to consider an application for
increased marketing efforts to increase the exposure of the one day event outside the
local area.
Port Orchard Chamber of Commerce
Matt Murphy, Executive Director, asked the committee to consider an application for
the Seagull Calling Festival, Explore Port Orchard Marketing Coalition, and the Visitor
Center. He explained the funding would be for marketing outside the local area, to print
and distribute a map of the South Kitsap Area outside the area, including on the
Washington State Ferries, and increase web presence and social media. As for the
Visitor Center, the request is for operation cost of the center to mail citizens requesting
information specifically for the City of Port Orchard limits. Additional documents were
provided, which outlines the plan for the funds.
Visit Kitsap
Patty Graf-Hoke, Executive Director, asked the committee to consider an application for
funding regional marketing. The website has been updated and is mobile compatible.
The requested funds are for increasing the City’s presence on the website and in other
printed materials that are part of a co-marketing group. Additional documents were
presented showing the Director’s marketing in 2015.
Port Orchard Bay Street Association
Chris Stansbery, Treasurer, asked the committee to consider an application for
increased marketing of events outside the area, more presence on social media,

website maintenance and enhancements, and operation costs for events.
Sidney Museum and Art Gallery
Chris Stansbery, Treasurer, asked the committee to consider an application for
marketing of events, internet advertising, and maintaining the website. In addition, they
requested funds to advertise on Highway 16 to attract tourists to museum.
City of Port Orchard-Public Event Coordinator
Brandy Rinearson, City Clerk for the City of Port Orchard, asked the committee to
consider an application to fund a part-time employee to continue the efforts of the
Public Event Tool Kit. This would allow staff to work with event organizers, chambers,
and Visit Kitsap on promoting events. The Public Event Tool Kit document was provided
to the Committee.

There being no further business, Chair Chang adjourned the meeting at 8:37 p.m.
