Lodging Tax Advisory Committee
October 6, 2015; 7:00 p.m. at City Hall
Committee Members present: Chair Fred Chang; Matt Murphy, Port Orchard Chamber
of Commerce; Jessie Turner, Fathoms O’ Fun; Chris Stansbery, POBSA; Elissa
Whittleton, Cedar Cove Inn; and City Clerk Brandy Rinearson.
Absent: Chan Park, Comfort Inn and Lorraine Olsen, Mrs. Howe’s B&B.
Applicants spoke to the Committee explaining their proposal, which are as follows:
Bremerton Historic Ships
John Hanson, President, and Jerry McDonald, asked the committee to consider an
application to fund marketing of the event from the Seattle area, including on the State
Ferries and Seattle Hotels. The funds would also increase the number of printed
materials, website, and possible TV commercials. They are willing to ask for Port
Orchard to be placed on the marketing materials. Additional materials were handed to
the Committee showing the advertising done in 2015.
Fathom O’ Fun Festival
Sharron King, President, asked the committee to consider an application to fund
operational expenses for the Float, Concerts on the Bay, and the 4th of July Fireworks. In
addition, they will market events to reach outside the local area and increase social
media efforts. Lastly, she regrettably withdrew the request for the Hydro Races, as they
are still early in the planning stages with no major sponsors.
Arthritis Foundation-Jingle Bell Run
Sheila Cline, Development Manager, and Kathleen Wilson, asked the committee to
consider an application to fund additional marketing of the event outside the area.
City of Port Orchard Festival of Chimes and Lights
Brandy Rinearson, City Clerk for the City of Port Orchard, asked the committee to
consider an application to fund marketing efforts to reach outside the surrounding area.
City of Port Orchard Employee Overtime for Events
Brandy Rinearson, City Clerk for the City of Port Orchard, asked the committee to
consider an application to fund 50% of the overtime cost for the City’s Public Works and
Police departments overtime for assisting in the events throughout the year.

City of Port Orchard Foot Ferry Services
Brandy Rinearson, City Clerk for the City of Port Orchard, asked the committee to
consider an application to fund operation expense and marketing efforts for placing
brochures on the State Ferries and news media.
Other Business:
The Committee requested a copy of the spreadsheet showing what the City has collected
year to date.
There being no further business, Chair Chang adjourned the meeting at 9:01 p.m.
