Lodging Tax Advisory Committee
October 9, 2015; 6:00 p.m. at City Hall
Committee Members present: Chair Fred Chang; Matt Murphy, Port Orchard Chamber
of Commerce; Jessie Turner, Fathoms O’ Fun; Chris Stansbery, POBSA; Elissa
Whittleton, Cedar Cove Inn; Lorraine Olsen, Mrs. Howe’s B&B and City Clerk Brandy
Rinearson.
Absent: Chan Park, Comfort Inn
The projected lodging tax revenue for the 2016 budget year is $84,000.
The Lodging Tax Advisory Committee made the following funding recommendations for
2016; with the understanding that the fund balance given by the Treasurer in 2016, may
call the committee back together for additional allocations.

Committee members discussed the applications received and acknowledged that there is
30% less funds to work with than last year. The following are summaries of the
committee’s review and recommendations for the 2016 funding allocations:
Visit Kitsap
The committee reviewed the application and was partially supportive of the application.

Recommended allocation: $6,225
Port Orchard Bay Street Association
Committee member Chris Stansbery was excused from the discussion. The committee
reviewed the application and supported the request, with the exception of the Lady’s
Night Out event portion.
Recommended allocation: $11,400 Marketing
$4,200 Events
Sidney Museum and Arts Association
Committee Members Chris Stansbery and Elissa Whittleton were excused from the
discussion. The committee reviewed the application for the highway sign and supported
the request in full. The marketing request was supported with a reduction.
Recommended allocation: $6,714 Marketing

Fathoms O’ Fun Festivals
Committee member Jessie Turner was excused from the discussion. The committee
reviewed the application and supported the application with a reduction.
Recommended allocation: $6,500 Marketing

Saints Car Club (The Cruz)
The committee reviewed the application and supported the request in full.
Recommended allocation: $1,875
Arthritis Foundation-Jingle Bell Run
The committee reviewed the application and supported the request in full.
Recommended allocation: $1,000
Port Orchard Chamber of Commerce
Committee member Matt Murphy was excused from the discussion. The committee
reviewed the application and supported the request in full for the Seagull Calling
Festival and the visitor center with a reduction. Committee Member Chris Stansbery
was excused from the discussion. The committee supports the coalition concept and the
collaborative marketing efforts.
Recommended allocation: $2,000 Seagull Calling Festival

City of Port Orchard Foot Ferry Finding Kiosk
The committee reviewed the application and is hesitant to fund the project, since some
details are not known, including the location. However, the concept of the project was
favorable.
Recommended allocation: $1,700
City of Port Orchard Public Event Coordinator
The committee reviewed the application and was not supportive of the application as it
does not appear to be a priority/needed position.
Recommended allocation: $0
City of Port Orchard Employee Overtime for Events
The committee reviewed the application and does not support using lodging tax funds
for this purpose.
Recommended allocation: $0
City of Port Orchard Festival of Chimes and Lights
The committee reviewed the application and supported the request, because it is a great
event that keeps growing.
Recommended allocation: $4,500
City of Port Orchard Foot Ferry Services
The committee reviewed the application and supported the services, but is hesitant on
the marketing efforts being executed.
Recommended allocation: $7,300
Bremerton Historical Ship Association
The committee reviewed the application and agreed not to fund the application, as it
seemed to focus on promoting Bremerton with Port Orchard getting the outfall of thier
marketing efforts. The committee felt Port Orchard was left out of the presentation and
the committee is concerned that permission would still be needed to put Port Orchard
on the brochures.
Recommended allocation: $0
City of Port Orchard Reserve
The committee originally was supportive of the 10%, but after the allocation was divided
the committee felt the reserve from the previous year and the expected amount of funds
not being requested for reimbursement should suffice as a reserve.
Recommended allocation: $0
There being no further business, Chair Chang adjourned the meeting at 7:28 p.m.
