MEETING MINUTES
April 22, 2015
The Sewer Advisory Committee (SAC) met at South Kitsap Water Reclamation Facility, 1165 Beach
Drive and the meeting was called to order at 6:33PM by Councilman Putaansuu.
Those attending the meeting were Councilmembers Putaansuu and Lucarelli; West Sound Utility District
Commissioners Hart, Way, and Lundberg; Assistant City Engineer Archer-Parsons, Plant Manager
Screws, and General Manager Wilson. Councilman Clauson was unable to attend.
APPROVAL OF MlNUTES
Commissioner Hart moved to approve the SAC minutes for the February 18, 2015 meeting. The motion,
seconded by Councilwoman Lucarelli, passed unanimously. Commissioner Lundberg was absent for the
vote.
COMMUNITY EDUCATION PROGRAM
Plant Manager Screws reported that SKWRF toured students from Cedar Heights Junior High which was
an expansion of the community education program. Also, SKWRF was able to obtain and donate two
field test kits to South Kitsap Junior High's to assist in the classrooms. Anticipate that towards the end of
the year the facility will be touring all the 5111 grade classrooms from EPO and possibly other students
from the Junior Highs. Additionally, SKWRF has added an Intern, Christina Cameron.
CAPITAL PROJECTS UPDATE
Plant Manager Screws reported:
Digester Lids: Staff have completed all mechanical and electrical runs required, the equipment to
be shipped third week of May to arrive around first of June and work for installation to be coordinated
once equipment has shipped. Staff is coordinating and planning to have second dome installed within 90
days of assembly of the first dome, roughly a September/October time frame .
Clarifier Hydraulic Modeling: To conduct a near-term rating assessment of the feasibility of
operating only the activated sludge facilities for the next 10 years. The critical need is to define the
capacity of the existing secondary clarifiers and to assess existing secondary clarifier capacity, and
identify potential improvements for increasing capacity. Field work and testing was performed the later
part of March to provide baseline information for computer models. Anticipate final report July of this
year.
Storage Building: Work has begun acquiring a design for the building. Anticipate PSA for design
work within the next few weeks.
DNR Outfall Lease: DNR has provided a draft lease that was reviewed by the Facility, District
and City. Lease agreement has been signed by City and District All required documentation has been
completed and returned to DNR. DNR will perform a final evaluation ofthe agreement at staff level.
Once completed, it will be forwarded to the Department Manager and if appropriate, final execution with
signature by the Commissioner of Public Lands. Lease will be for a term of thirty (30) years.
Facility was required to pay an Administrative fee in the amount of$1,370, in accordance with RCW
79.110.230 and pursuant to Section 4.1 of the agreement. The facility was required to provide general
liability insurance on an annual basis. $1,000,000 for bodily injury and $2,000,000 for property damage.

SAC meetings are typically the 3rd Wednesday of each month.
Motion to adjourn made by Commission Lundberg and seconded by Councilwoman Lucarelli. Motion
passed unanimously. The meeting adjourned at 7:11 PM.
