SEWER ADVISORY COMMITTEE
MEETING MINUTES
April 20, 2016
The Sewer Advisory Committee (SAC) met at the SKWRF Conference Room and the meeting was called
to order at 6:33 PM by Commissioner Jerry Lundberg.
Those attending the meeting were City of Port Orchard Councilmember Chang; West Sound Utility
District Commissioner(s) Lundberg, Hart and Way; Public Works Director/City Engineer Dorsey, Plant
Manager Screws and General Manager Wilson. Councilmember(s) Lucarelli and Diener were unable to
attend.
APPROVAL OF MINUTES
Commissioner Hart moved to approve the SAC minutes for the February 24, 2016 meeting. The motion,
seconded by Councilmember Chang, passed unanimously. Councilmember(s) Lucarelli and Diener were
absent for the vote.
2015 MINUTES
Commissioner Lundberg (absent for the February 24, 2016 SAC meeting, signed the previously approved
June 17 and October 21, 2015 SAC minutes.
CAPITAL PROJECTS UPDATE
Deck Coatings:
• Projected project cost $65,000.
• Request for proposals out to contractors with close date of April 21st.
• Coatings to replace 1984 coatings on old utility corridor and also new utility corridor created in
the 2004 – 2006 upgrades.
• Eliminate water intrusion into lower areas.
Clarifier hydraulic modeling:
• Utilizing remaining budget to perform a more detailed analysis of specific design and controls of
plant.
• Meeting with HDR Engineering this Friday to wrap up scenarios and considerations. Also to
review Bio-Win model that was created based on SKWRF Data. BioWin is a wastewater
treatment process simulator that ties together biological, chemical, and physical process models.
BioWin is used to design, upgrade, and optimize wastewater treatment plants.
• More detailed information will be provided once a in depth assessment has been completed with
all information gleaned.
Biosolids Study
• Provide assessment of cost to benefit Class A vs. Class B Biosolids options.
• To provide for a determination of short or long term planning.
• Project has moved forward with exchange of information.
Storage Building
• Projected project cost $170,000.
• Request for proposals out to qualified contractors with close date of April 21st.
• Staff has begun work to relocate the existing waste gas burner.
• Designed structure visually mirrors current structures.

CEDAR HEIGHTS TOUR
SKWRF staff will be providing Cedar Height Jr. High Environmental Science Class with a tour of the
facility Friday, April 29, 2016, as part of their community education and outreach.
SKWRF PROPERTY TITLE REPORT
As a result of the April 22, 2014 Interlocal Agreement concerning SKWRF Management and Operations,
and to correct past scriveners errors to clear Title, Public Works Director/City Engineer Dorsey advised
SAC members that this Business Item placed on the March 8, 2016 Agenda had been removed by the City
Council for further review by the City Attorney. The Business Item is currently placed on the April 26,
2016 City Council Agenda to authorize the Mayor to execute the four (4) Quit Claim Deeds.
MEETINGS
It was proposed that moving forward, all SAC meetings to be held at the SKWRF Conference Room at
6:30 PM.
The next meeting is 6:30 PM, July 20, 2016 at the SKWRF Conference Room.
SAC meetings are typically the 3rd Wednesday of every other month, but at the next meeting (July 20,
2016), scheduled recurrence (quarterly meetings?) will be discussed.
Motion to adjourn made by Commissioner Lundberg and seconded by Commissioner Way. Motion
passed unanimously. The meeting adjourned at 7:08 PM.
