07/20/2016 - MinutesSEWER ADVISORY COMMITTEE MEETING MINUTES July 20, 2016 The Sewer Advisory Committee (SAC) met at South Kitsap Water Reclamation Facility (SKWRF), 1165 Beach Drive, and the meeting was called to order at 6:31PM by Commissioner Jerry Lundberg. Those attending the meeting were Councilmembers Chang, Lucarelli, and Diener; West Sound Utility District Commissioners Hart, Way and Lundberg; Public Works Director/City Engineer Dorsey, Plant Manager Screws and General Manager Wilson. APPROVAL OF MINUTES Commissioner Hart moved to approve the SAC minutes for the April 20, 2016 meeting. The motion, seconded by Councilmember Diener, passed unanimously, with Councilmember Lucarelli abstaining. TOUR OF SKWRF SITE Plant Manager Screws conducted a brief tour of the Facility to the SAC, focusing on the Storage Building site (see Capital Projects Update below) and the sediment issues associated with the V-Notch Weir wall and the associated channels. CAPITAL PROJECTS UPDATE Deck Coatings: • Projected cost-$65,000 • Project cost $65,200 • Coating project was a multiphase process Stripping existing coatings, surface preparation, moisture and adhesion testing, application of coatings. • Staff worked with the manufacturer's representative and contractor to ensure proper application conditions and warranty. • SKWRF staff had been evaluating different products for several years. • Project was successful and has taken care of moisture intrusion from the deck areas. • Staff also installed deck drains to allow for dispersion of accumulated water. • Coatings will need to maintenance coated every five years to maintain appearance which can be done by staff with minimal cost. Storage Building: • Projected cost-original $102,000 • Revised cost-$170,000-$212,000 (poor soil conditions) • RFP solicited to fifty three contractors on the MRSC roster. SKWRF received two bids that were rejected. Project estimate $170K-Bids $ 253K, $31 OK. • Project bids were received and rejected due to excessive cost. • Perceived that Helical Piles and foundation work caused contractors concerns. • Decided that SKWRF staff would oversee site prep, Helical Pile installation and foundation work to provide a more normalized project for contractors to bid on. • Contract has been executed for Helical Piles. Job to begin in August. • WSUD and SKWRF staff will be performing site prep. Work scheduled to begin tomorrow. • Currently working on foundation bid documents. Sewer Advisory Committee Minutes July 20, 2016 Page I of 3 Hydraulic Modeling: The goal of the modeling is to provide: • A complete and objective picture describing both performance and application conditions for the evaluated alternatives. • Current structure modification, additional clarifier construction, MBR retrofits. • To conduct a near-term rating assessment of the feasibility of operating only the activated sludge facilities for the next 10 years. • SKWRF has received the final report. • Report will be utilized to define options and recommendations that will be presented during the 2017 -2019 biennial budget process. • Address costs considerations and potential implications to capacity of the plant. Biosolids Study: Focus items: 1) planning 2) flows and loads 3) storage needs 4) cost analysis 5) energy impacts 6) monitoring 7) required infrastructure and SCADA improvements 8) staffing 9)regulatory requirements 10) development of potential End Users 11) Biosolids management 12) assessment of cost to benefit Class A vs. Class B Biosolids options. • Draft report is being finalized; anticipate receipt and review of the study in the near future. HV AC System: • Projected cost-$85,000 • Provide for replacement of inefficient air handler unit with a properly-sized unit. Also combining the Administrative and Laboratory units into one to reduce operating costs. • Bid documents have been sent out to eleven qualified contractors. Benefits of the system: • Individual zone control system • Reduced maintenance cost • Ductless system • Year round comfort • Heating coil issues with laboratory LED lighting: • Completed LED lighting retrofit at SKWRF with conservation grant funding component from PSE. • Project cost was $16,201.33 • Conservation grant $8,747.52 Sewer Advisory Committee Minutes July 20, 2016 Page 2 of 3 • Anticipated return on investment is 1.6 years 2017-2018 BIENNIAL BUDGET SCHEDULE General Manager Wilson provided SAC with a brief overview of the 2017-2019 Biennial Budget process and schedule and reported that the ERU Counts for the 2017 SKWRF Budget have been calculated, whereby the City and WSUD have now reached a 50-50% split. The First Reading of the 2017-2019 Budget is scheduled for October 17, 2016. MEETINGS The next meeting is 6:30 PM, October 19, 2016 at the West Sound Utility District Commissioner's Chambers. SAC meetings are typically the 3rd Wednesday of each month. Motion to adjourn made by Commissioner Way and seconded by Councilmember Diener. Motion passed unanimously.
