SEWER ADVISORY COMMITTEE
MEETING MINUTES
February 24, 2016
The Sewer Advisory Committee (SAC) met at the City of Port Orchard - City Hall, 216 Prospect Street
(Council Conference Room) and the meeting was called to order at 6:30 PM by Commissioner Hart.
Those attending the meeting were City of Port Orchard Councilmember(s) Chang and Diener; West
Sound Utility District Commissioner(s) Hart and Way; Public Works Director/City Engineer Dorsey,
Plant Manager Screws and General Manager Wilson. Councilmember Lucarelli and Commissioner
Lundberg were unable to attend.
APPOINTMENT OF 2016 SAC CHAIR
Commissioner Hart moved to appoint Commissioner Lundberg as the 2016 SAC Chair. The motion,
seconded by Councilmember Diener, passed unanimously. Councilmember Lucarelli and Commissioner
Lundberg were absent for the vote.
APPROVAL OF MINUTES
Commissioner Way moved to approve the SAC minutes for the June 17, 2015 meeting. The motion,
seconded by Councilmember Chang, passed unanimously. Councilmember Lucarelli and Commissioner
Lundberg were absent for the vote.
Commissioner Chang moved to approve the SAC minutes for the October 21, 2015 meeting. The motion,
seconded by Councilmember Way, passed unanimously. Councilmember Lucarelli and Commissioner
Lundberg were absent for the vote.
CAPITAL PROJECTS UPDATE
Digester Domes (Lids):
• Dome installation completed
• Project budget $700,000
• Project cost $673,000
• Odors eliminated due to escaping gasses/ sludge odors
• Positive public approval
• Process stabilization
• SKWRF will monitor and assess biogas production to determine if opportunities exist for future
gas utilization.
HDR Clarifier (Hydraulic) Modeling:
The goal of the modeling is to provide us:
• A complete and objective picture describing both performance and application conditions for the
evaluated alternatives
• Current structure modification, additional clarifier construction or MBR retrofit
• To conduct a near-term rating assessment of the feasibility of operating only the activated sludge
facilities for the next 10 years
• Study was conducted and report has been finalized
• Unexpended budget available from the project
• Utilizing remaining budget to perform a more detailed analysis of specific design and controls of
plant
• Some capacity can be realized by Clarifier modifications based on certain conditions and criteria
being achieved

• More detailed information will be provided once a in depth assessment has been completed with
all information gleaned
HDR Biosolids Study:
Professional Service Agreement(s) have been provided to HDR Engineering - Focus items:
• Planning
• Flows and loads
• Storage needs
• Cost analysis
• Energy impacts
• Monitoring
• Required infrastructure and SCADA improvements
• Staffing
• Regulatory requirements
• Development of potential End Users
• Biosolids management requirements
The project goals are to:
• Provide assessment of cost to benefit Class A vs. Class B Biosolids options.
• To provide for a determination of short or long term planning goals
Storage Building:
A Professional Service Agreement for the design work with West Sound Engineering was executed:
• Design phase of the storage building is complete
• Designed structure visually mirrors current structures
• A soil log study was completed which identified poor soil conditions
• Building will require helical pile system to tie the foundation to and properly support the
structure.
• Budget funds did not account for poor soil conditions.
• Unanticipated construction costs are projected to increase cost by $68,000 over original cost
estimate of $102,000
• SKWRF believes that we can work within Capital Project monies for funded projects to cover
additional costs.
• 2016 Capital Projects include funding of $150,000 for boiler replacement. Boilers have been
inspected and efficiency tested. Recommendation is that the boilers are in excellent shape.
Longevity of an additional 20 – 30 years could be achieved with continuation of the current
maintenance schedules and upgrades of mechanically operated components.
• Projected costs for upgrades are approximately $40,000.
• Request that $110,000 from 2016 Capital funded projects be available to be reallocated towards
the Storage Building for soil stabilization and additional finish items within the building.
(Shelving, heating, etc.)
SKWRF PROPERTY TITLE REPORT
As a result of the April 22, 2014 Interlocal Agreement concerning SKWRF Management and Operations
and to correct past scriveners errors to clear Title, General Manager Wilson provided SAC members with
a general overview of the SKWRF property ownership history and the needed tax parcel and/or tract
resolution(s) to allow the legal transfer of properties from West Sound Utility District, the City of Port
Orchard, Kitsap Transit and the State Department of Veteran Affairs to the City of Port Orchard/West
Sound Utility District Wastewater Treatment Facility (aka SKWRF.) Public Works Director/City
Engineer Dorsey to place authorization for the Mayor to execute four (4) Quit Claim Deed(s) on the
March 8, 2016 City Council Agenda.

SAC meetings are typically the 3rd Wednesday of every other month.
Motion to adjourn made by Commissioner Hart and seconded by Councilmember Diener. Motion passed
unanimously. The meeting adjourned at 7:55 PM.
