MEETING MINUTES
June 14, 2017
The Sewer Advisory Committee (SAC) met at the South Kitsap Water Reclamation Facility Meeting
Room, 1165 Beach Drive, and the meeting was called to order at 6:32 PM by Committee Chair Cindy
Lucarelli.
Those attending the meeting were City Council members Chang, Diener and Lucarelli; West Sound
Utility District Commissioners Hart, Way and Lundberg; Assistant City Engineer Pleasants, Plant
Manager Screws and General Manager Wilson.
APPROVAL OF MINUTES
Commissioner Hart moved to approve the SAC minutes for the March 15, 2017 meeting. The motion,
seconded by Councilmember Chang and passed unanimously.
CAPITAL PROJECTS UPDATE
Storage Building ($174,500 budgeted for 2017)
In 2016 SKWRF Staff completed:
o Building design
o Permitting (Building, storm water and electrical)
o Site preparation
o Piling installation for structural support
o Footings and foundation
o Building drainage system
o Power feed conduit
Remaining work to be completed:
o CMU
o Roof Structure/ Roofing
o Interior slab
o Insulation/ Wallboard/ Painting
A second RFP was sent to thirty-two qualified contractors. Bid opening was March 28, 2017.
SKWRF did not receive any bids for the project. Contractors were contacted by phone and in
order to request site visit and bids. Three contractors responded with two providing quotes.
Quotes received exceeded budgeted monies. Currently working with design engineer on making
modifications to the building design to reduce costs based on input from bidding contractors.
Centrifuge Replacement ($750,000)
• Sole sourced procurement of equipment (FKC Company LTD. $350,200)
• PSA with Mead and Hunt Engineering
o Structural load review of building
o Design drawings and specifications for load cell system
o As built drawings for complete Solids Handling Building
• Structural review is almost complete.
• Selection for load scale system is completed.
• Mead and Hunt will have projects drawings completed in the very near future and SKWRF will
proceed with permitting.
• A PSE Grant Application forwarded to PSE for the project. However, they were unable to
provide any grant monies for this project.
• Project scheduled for completion by the end of the year.

Tank Inspections/ Minor Repairs
• SKWRF staff are currently in the process of taking tankage offline and performing inspections
and minor repairs.
• Work scheduled for completion by the end of September.
MBR Replacement ($1,400,000)
• SKWRF has provided information to various vendors and will be working on securing pricing
around November or December of this year for procurement in 2018.
ERU Count — 2018 SKWRF B udeet
Staffs of WSUD and the City worked together to update ERU counts for the determination of the
percentage split of the 2018 SKWRF Budget. Total ERUs based on the 2017 winter consumption were
nearly identical. The recommendation was for a 50150 spilt for the 2018 budget. It was 505150 for 2017 as
well. Commissioner Hart made a motion to set the 2018 SKWRF budget at a 50/50 split. The motion,
seconded by Councilmember Diener, passed unanimously.
2016 Year -End Budget Status Report
General Manager Wilson went through the status report presentation that was prepared for the City
Council. Time constraints did not allow for the full presentation at the Council meeting.
• There was a $700k increase in cash, mainly due to projects being pushed to 2017.
• The goal is to build capital reserves through growth for future improvements.
■ There is approximately $6 million left on the Public Works Trust Fund loans. The first will be
paid off in 2022. The second will be paid off in 2024.
MEETINGS
The next meeting is 6:30 PM, September 20, 2017 at the West Sound Utility District Public Meeting
Room.
SAC meetings are typically the 3`d Wednesday of each month.
The meeting adjourned at 7:40 PM.
