09/20/2017 - MinutesSEWER ADVISORY COMMITTEE MEETING MINUTES September 20, 2017 The Sewer Advisory Committee (SAC) met at the West Sound Utility District Meeting Room, 2924 SE Lund Avenue, and the meeting was called to order at 6:35 PM by Committee Chair Cindy Lucarelli. Those attending the meeting were City Council members Chang, Diener and Lucarelli ; West Sound Utility District Commissioners Hart, Way and Lundberg; Assistant City Engineer Pleasants, Plant Manager Screws and General Manager Wilson. APPROVAL OF MINUTES Commissioner Lundberg moved to approve the SAC minutes for the June 14, 2017 meeting. The motion, seconded by Councilmember Hart and passed unanimously. CAPITAL PROJECTS UPDATE Storage Building ($174,500 budgeted for 2017) • Project completed items: o Building design o Permitting (Building, storm water and electrical) o Site preparation o Piling installation for structural support o Footings and foundation o Building drainage system o Power feed conduit o Interior slab • Remaining work to be completed: o CMU -Current contract pending o Wall framing & siding-Package will be ordered once CMU installation begins. o Roof Structure/ Roofing-Package will be ordered once framing begins. o Insulation/ Wallboard/ Painting • After two separate RFP's sent to numerous contractors, SKWRF has worked on contacting various contractors and coordinating for work with contractors schedules. Centrifuge Replacement ($750,000) • Sole sourced procurement of equipment (FKC Company LTD. $350,200) • PSA with Mead and Hunt Engineering o Structural load review of building -complete o Design drawings and specifications for load cell system -complete o As built drawings for complete Solids Handling Building -pending equipment o Project drawings are complete o Construction permit is complete o SKWRF received equipment from FKC on 9/20/17 o Structural steel modifications are in progress • Project scheduled for completion by the end of the year. Sewer Advisory Committee Minutes September 20, 2017 Page 1 o/2 MBR Replacement ($1,400,000) • Things are progressing for the replacement in 2018. • SKWRF has reached out to various suppliers of membranes for the CIP Membrane Replacement approved for 2018. Tank Inspections/ Minor Repairs • SKWRF staff are currently in the process of taking tankage offline and performing inspections and minor repairs. o Primary clarifiers-maintenance and minor repairs completed o Aeration basins-maintenance and minor repairs completed o South Anaerobic digester-maintenance and minor repairs completed. North digester to be addressed in 2018. Karcher Creek Project • SKWRF coordinated with: o Department of Fish and Wildlife o Tribes o City's Critical Ordinance Coordinator • SKWRF issued HPA permit for creek work, which runs through the plant. Staff removed a section of a barricade wall installed during the 1984 construction of the plant. This allowed for equal flow through both sections of the installed box culvert. East Port Orchard UGA -Phillips Road Subarea The staff at WSUD has been looking at growth potential as the SKWRF has a significantly larger capacity that is currently possible. This is mostly due to the reduction in the UGA since the completion of the facility. The District has been trying to communicate with the County about potential adjustments, but they have not received much response back from the County. Developers will likely need to lead the effort to make land use changes. The County's long-term planning staff has had significant changes recently. This might open the door for new conversations. MEETINGS The next meeting is 6:30 PM, January 17, 2018 at the City of Port Orchard Council Meeting Room. SAC meetings are typically the 3rd Wednesday of the month on a quarterly schedule.
