03/15/2017 - Minutes_____________________________________________________________________________________ Sewer Advisory Committee Minutes March 15, 2017 Page 1 of 2 SEWER ADVISORY COMMITTEE MEETING MINUTES March 15, 2017 The Sewer Advisory Committee (SAC) met at Port Orchard City Council Conference Room, 216 Prospect Street, and the meeting was called to order at 6:31 PM by Committee Chair Jerry Lundberg. Those attending the meeting were City Council members Chang, Diener and Lucarelli; West Sound Utility District Commissioners Hart, Way and Lundberg; Public Works Director/City Engineer Dorsey, Plant Manager Screws and General Manager Wilson. APPROVAL OF MINUTES Commissioner Hart moved to approve the SAC minutes for the November 16, 2016 meeting. The motion, seconded by Councilmember Chang and passed unanimously. APPOINTMENT OF NEW SAC CHAIR Upon request by current SAC Chair Lundberg, Council member Chang nominated Council member Lucarelli for 2017 SAC Chair. The nomination was seconded by Commissioner Hart and passed unanimously. CAPITAL PROJECTS UPDATE Storage Building ($174,500 budgeted):  In 2016 SKWRF Staff completed; building design, permitting (building, storm water and electrical), site preparation, piling installation for structural support, footings and foundation, building drainage system and power feed conduit.  Remaining work to be completed; CMU roof structure/roofing, interior slab, insulation/ wallboard and painting.  An RFP was sent to thirty (30) qualified contractors. SKWRF has been contacted by three additional contractors that have expressed interest in the project. Bid opening is set for March 28, 2017. Centrifuge Replacement ($750,000):  Sole sourced procurement of equipment (FKC Company LTD. $350,200.)  PSA with Mead and Hunt Engineering; o Structural load review of building o Design drawings and specifications for load cell system o As built drawings for complete Solids Handling Building  Mead and Hunt will have Structural Engineer on site March 28th for field measurements and elevations.  Ecology approved SKWRF project submittal and request for process modification.  Reviewing scope of supply from FKC for procurement of equipment.  SKWRF will also submit an application to PSE for potential Energy Grant Funding.  Anticipate project completion- September / October 2017. Boiler Modifications (Budget $40K- Expended $40,873):  Replaced the existing HW flame safeguard controls, replaced flame scanners, replaced existing motor starters, replaced air-proving switches, replaced damper modulation motors, complete boiler re-tube and removed & replaced 76 each - 2” fire-tubes.  Internal inspection once boiler tubes were removed. Boilers are in excellent shape and should serve the facility well for another twenty-five plus years. _____________________________________________________________________________________ Sewer Advisory Committee Minutes March 15, 2017 Page 2 of 2 HVAC Modifications (Budget $85,000- Expended $61,700): Project included addressing:  Administration Building (heating inconsistencies, lack of cooling, inefficient air handling system.)  Laboratory (heating coil issues, air condition coil issues, specification of system included special corrosion resistant coatings.) 2016 SKWRF ACHIEVEMENTS Plant Manager Screws provided an overview of the Operations & Maintenance and Capital Outlay/Capital Improvement Project SKWRF Staff achievements for 2016. KITSAP COUNTY COMPREHENSIVE PLAN APPEAL – REDUCTION OF EAST PORT ORCHARD UGA General Manager Wilson updated SAC members on the current status of WSUD Appeal;  WSUD has been joined in the Appeal by the Association of Sewer & Water Districts.  All parties are working on the filing of Briefs.  The Appeal will be herd by the Regional Hearings Board on April 20, 2017. MEETINGS The next meeting is 6:30 PM, June 21, 2017 at the SKWRF Conference Room. SAC meetings are typically the 3rd Wednesday of each month. Motion to adjourn made by Commissioner Lundberg and seconded by Commissioner Hart. Motion passed unanimously. The meeting adjourned at 7:45 PM.
