MEETING MINUTES
August 15,2018
The Sewer Advisory Committee (SAC) met at the South Kitsap Water Reclamation Facility Meeting
Room, and the meeting was called to order at 6:34 PM by Committee Chair Cindy Lucarelli.
Those attending the meeting were City Council members Chang and Lucarelli; West Sound Utility
District Commissioners Hart, Way and Lundberg; City Utility Manager Hunter and General Manager
Screws.
APPROVAL MINUTES
Commissioner Lundberg moved to approve the SAC minutes for the April 18,2018 meeting. The motion
seconded by Councilmember Chang and passed unanimously.
SKWRF Plant Man aser Position
Two members of the WSUD Board James Hart and Jerry Lundberg went into Executive Session
with General Manager Screws, HR/Payroll Manager Fantz and City Public Works Director Mark
Dorsey to interview four candidates for the Sewer Treatment Plant Manager position. Candidates
were evaluated by the interview panel; with one candidate being chosen as the unanimous first
choice. Pending background checks and approval of the Sewer Advisory Committee as required
under the Inter local Cooperative Agreement dated February 12,2014, a resolution
recommending hiring scheduled for presentation to the WSUD Board for their approval at the
regular meeting scheduled for August 20'2018.
CAPITAL PROJ ECTS UPDATE
CIP Storage Building ($174'500 budgeted)
Framing is near completion. Roof Trusses and are scheduled for delivery in September. Anticipate project
completion prior to the end of the year.
CIP Centrifuge Replacement ($750,000)
Screw press installation is complete. A contract executed for the installation of the trailer load-scale
system. Work scheduled to begin in September.
CIP MBR Replacement ($1'400,000)
The MBR system modifications and membrane replacement is on schedule for completion by the end of
November. Modifications include energy conservation measures, updated programing, updated membrane
modules, which can be replaced/ repaired independently and reduced weight on the frames.
City/ District ERU counts
ERU counts for revenue. City 5,699, an increase of 78 ERU's, District 5,827 an increase of I 59 ERU's.
The City and District have a 49-51% split.
