MEETING MINUTES
January 17, 2018
The Sewer Advisory Committee (SAC) met at the City of Port Orchard Council Meeting Room, 216
Prospect Street, and the meeting was called to order at 6:35 PM by Committee Chair Cindy Lucarelli.
Those attending the meeting were City Council members Chang, Diener and Lucarelli; West Sound
Utility District Commissioners Hart, Way and Lundberg; Assistant City Engineer Pleasants, Water and
Sewer Manager Hunter, Plant Manager Screws and General Manager Wilson.
APPROVAL OF MINUTES
Commissioner Lundberg moved to approve the SAC minutes for the September 20, 2017 meeting. The
motion, seconded by Councilmember Hart and passed unanimously.
CAPITAL PROJECTS UPDATE
Storage Building ($174,500 budgeted)
• Project carry over into 2018
• Remaining work to be completed:
• Wall framing & siding
• Roof Structure/ Roofing
• Insulation/ Wallboard/ Painting
Centrifuge Replacement ($750,000)
• Project carry over into 2018
• Project is progressing well
• Removal of older equipment completed
• Structural steel modifications are in progress and near completion
• Structural support members to be completed and inspected next week
• As built drawings for complete Solids Handling Building-pending equipment installation
• Equipment startup scheduled for the first week in March
MBR Replacement ($1,400,000)
• SKWRF has reached out to various suppliers of membranes for the C[P Membrane
Replacement Project.
• Suez Water Technologies acquired MBR technologies from General Electric; acquisition
completed the later part of 2017
• SKWRF anticipates formal proposal within the next two weeks from Suez
• Replacement should be finalized prior to the later part of 2018
Blower Room Fire
• Restoration is underway
• Cleanup portion and building structure restoration is near completion
• Rough order of magnitude costs provided for discussion
• Blower has been ordered and anticipated for delivery within the next few months
• Anticipate damaged equipment and all affected areas will be restored around mid-year

BOILER ROOM FIRE INCIDENT -PROJECTED COST
Repair estimate provided is approximately $530,000. There is a $25,000 deductible. Some cleanup work
has been done already. The replacement blower has been ordered and should arrive in March or April.
The blower will be more energy efficient than the older model. All work may be done by June or July.
CITY OF PORT ORCHARD MARINA PUMP HOUSE
General Manager Wilson discussed the December 12, 2017 letter to the City regarding the District's areas
of interest. Plan Manager Screws provided additional details on the current impacts and concerns at the
plant. Water and Sewer Manager Hunter provided information on past work done and where the City is
now with the project. The City is expecting to enter into a design contract with a consultant in 2018.
OTHER ITEMS
Council member Diener announced this is his last meeting for now as newly elected council member Jay
Rosapepe will be taking his place on the SAC committee.
MEETINGS
The next meeting is 6:30 PM, April 18, 2018 at the South Kitsap Water Reclamation Facility Meeting
Room.
SAC meetings are typically the 3rd Wednesday of the month on a quarterly schedule.
The meeting adjourned at 7:25 PM.
