The Sewer Advisory Committee (SAC) met at the City of Port Orchard City Hall and the meeting was
called to order at 6:32 PM by Council Member Cindy Lucarelli.
Those attending the meeting were City Council members Chang, Rosepepe, and Lucarelli; West Sound
Utility District Commissioners Hart and Wuy; City Utility Manager Brown; WSUD General Manager
Screws; and SKWRF Plant Manager Grabill.
Commissioner Hart made a motion, seconded by Councilmember Rosepepe, to approve the minutes of
April 24,2019. The motion passed unanimously.
MBR Replacement Completion
MBR cassette replacement has been completed.
Storage Building
. Electrical has been installed and passed inspection.
. The roll-up and man doors are completed.
. Vents and hoods have been installed.
. There are some smaller items still to be completed.
o It should be completed by this winter and is under the budget established three years ago.
2019 CIP
. Exterior Coatings - completed in May just under budget.
. CAS Engineering Assessment - The initial draft report shows a cost of $700,000. Plant Manager
Grabill is looking for cost cutting measures.
2O2O CIP
Some items under consideration are: deck coating, additional exterior coatings, CAS aeration
upgrades (based on the assessment), and a CAS aeration blower for redundancy.
BUDGET PREPARATION SCHED
General Manager Screws presented the budget preparation schedule. The proposed budget will be
distributed electronically to the Committee prior to the October l5s deadline. The Committee will
meet on November 6ft to discuss it.
AL BUDGET RE
General Manager Screws presented the ERU counts for the 2020 SKWRF budget. He indicated that
there would be no rate/ERU increase necessary. He fumher indicated that the SKWRF realized
$50,000 to $80,000 per year in revenue from Waste Management hauling liquid from the old dump's
leachate ponds for processing at the plant.

PROJECTS AND UPDATES
GEIGER/BLUEBERRY ROAD SUB AREA
It was mutually agreed that the most feasible way to provide sewer service to this area is for WSUD
to work with the developers in the area and require a regional pump station. Since there are no
officially defined service areas for sewer, the two agencies simply agreed that WSUD would be the
most efficient service provider under the current circumstances.
MARINA PUMP STATION
The City is currently considering several alternatives for upgrading this facility

The next meeting is 6:30 PM, November 6,2019 at Port Orchard City Hall.
There being no further business, the meeting was adjourned at7:29 PM.
