SEWER ADVISORY COMMITTEE
MEETING MINUTES
November 6, 2019
The Sewer Advisory Committee (SAC) met at the City of Port Orchard City Hall and the meeting was
called to order at 6:33 PM by Council Member Cindy Lucarelli.
Those attending the meeting were Mayor Putaansuu; City Council members Rosepepe and Lucarelli;
West Sound Utility District Commissioners Hart and Way; City Utility Manager Brown; WSUD
General Manager Screws; and SKWRF Plant Manager Grabill.
APPROVAL OF MINUTES
Commissioner Hart made a motion, seconded by Councilmember Rosepepe, to approve the minutes of
August 14, 2019. The motion passed unanimously.
PROJECTS AND UPDATES
Storage Building
This project is nearing completion. Most of the work was completed in house and it is expected that we
will be approximately $30,000 under budget upon full completion.
2019 CIP
CIP CAS Engineering Assessment 45 000)
The Engineering Report estimates over $700,000 in improvements or modifications. The SKWRF has
looked for ways to cut these costs significantly while still improving operations.
2020 CIP
Deck Coatings ($9000�
This project provides for a protective overcoat of deck coatings applied to the concrete roof/deck surfaces.
This is a recommended maintenance interval for the coatings applied in 2013. Currently we have
numerous spots throughout the plant with decking cracking and curling up at the seams.
Exterior Coatings (65,000)
This project provides for the maintenance of and additional coatings of exposed steel structures within the
facility not addressed in 2019.
CAS Aeration Upgrades i 00 000
This project is following the findings of the 2019 CIP "Engineering Assessment Conventional Activated
Sludge Aeration System ". Based on currently identified findings, it is anticipated that the proposed
funding amount should be sufficient to address perceived problem areas of the system.
CAS Blower Re lacement 100,000)
This is a needed blower for the conventional side of the plant for redundancy due to repeated failures and
inconsistencies from our HSI blower. The preliminary quotes show that we could stay within this
budgeted amount including installation.
2020 CAPITAL OUTLAY
Effluent Sluice Gates.
The plan is to install four new gates in-house in 2020. Two of them are to be purchased on the 2019
Capital Outlay and two on the 2020 Capital Outlay. The existing gates are original cast iron and are in
need of costly maintenance and repairs with limited access. We received a quote for a different material
and were able to place an order for two stainless gates for the price of one cast iron gate.
SecondaEy Wet Well Scum Pit Pumps and Lines
This will improve plant operations as well as process conditions. This in-house project will also save on
labor costs and fuel.
CAS Aeration Basin Diffuser Upgrade
This project is to purchase needed Aerostrips and install them in-house. The Aerostrips were
under -designed initially, leaving us unable to meet the required airflow needed for efficient
operations.
CAS Air Channels Valve and Diffuser Replacement
These diffusers were original installations and many of them are broken or plugged causing
significant air and energy loss on our conventional side. This is an in-house project is already
in progress.
Pence Repairs and Extensions
The stream modification project and the storage building addition caused us to remove fencing
around the back of the plant to add space. The missing fencing is a safety and security issue.
We plan is to contract this job out in 2020.
Administration Building Flooring
The flooring in the Administration Building is old, worn, and stained and is due for
replacement. This project will be contracted out.
SCADA Server Room Utmrade
These upgrades will be done in-house and will focus on bringing the room up to code.
2020 ANNUAL BUDGET REVENUE/ERU COUNTS
General Manager Screws gave a recap of the ERU counts from the last meeting for the 2020 SKWRF
budget. He indicated that West Sound Utility District is expecting quite a few new ERUs in 2020. Mayor
Putaansuu reported that Port Orchard is expecting the same once the McCormick Woods water
moratorium is lifted. This is anticipated to take place by the end of this month.
2020 SKWRF BUDG
General Manager Screws reviewed the 2020 budget. He indicated that there is work being done to try to
simplify the format for future budgets. Commissioner Hart made a motion, seconded by
Councilmember Rosepepe, to approve the 2020 budget as presented. The motion passed
unanimously.

EARTHQUAKE PREPAREDNESS
Commissioner Hart raised the questions of whether or not the Committee should consider earthquake
insurance for the Plant. A discussion ensued of what measures have been taken thus far and the
possibility of using the ShakeAlert system.
DEPARTMENT OF ECOLOGY PUGET SOUND NUTRIENTS GENERAL PERMIT
The Washington state Department of Ecology has issued a preliminary determination to develop a Puget
Sound Nutrients General Permit for discharge to the Salish Sea. There are approximately 40 plants
potentially effected by this new requirement the majority of which could not meet the requirement
without expansion and a significant rate increase. General Manager Screws discussed a letter drafted
jointly by many of the plants affected pointing out the lack of science and the reactionary nature of the
proposal.
MARINA PUMP STATION
The City is anticipating having the 30% plans completed by the end of this year_
